About the Opportunity

The Investing in Women organization is seeking a highly skilled and experienced MERL Director to lead the development and implementation of its Monitoring, Evaluation, Research, and Learning (MERL) system. The successful candidate will be responsible for setting the strategic direction for the MERL system, ensuring its coherence, relevance, alignment, and evaluation.

The MERL Director will work closely with the Chief Executive Officer, program partners, and stakeholders to ensure the MERL system meets the organization's information needs and provides high-quality data for decision-making. The role requires strong leadership, technical expertise, and excellent communication skills.

Key Responsibilities
  • Develop and implement the MERL system, including designing and implementing evaluation frameworks, data collection and analysis methods, and reporting mechanisms.
  • Provide strategic leadership to the MERL team, ensuring the delivery of high-quality MERL reports and products.
  • Work collaboratively with program staff, partners, and stakeholders to ensure the MERL system is aligned with the organization's goals and objectives.
  • Develop and maintain relationships with key stakeholders, including DFAT, IW partners, and other relevant organizations.
  • Ensure the MERL system is efficient, effective, and meets the organization's information needs.
Requirements
  • Master's degree or post-graduate studies in social sciences, preferably with a focus on M&E, data collection/research, and analysis of data.
  • Minimum of 10 years' experience as an M&E professional, preferably working for M&E programs funded by DFAT.
  • Strong leadership skills, experience in effective staff supervision, and the capacity to contribute to building a team focused on high-quality deliverables and outcomes.
  • Experience engaging with senior internal and external counterparts and private sector stakeholders to coordinate and execute evaluation activities, disseminate findings, and build knowledge capacity.
  • Management and supervision of qualitative research studies and demonstrated experience of quantitative and qualitative evaluation methodologies for demonstrating impact, effectiveness, and efficiency.
  • A track record in analysis and reporting to generate measurable impacts and in-depth understanding of how and why changes are occurring.
