Position Summary

Purpose

Oceaneering seeks a skilled Technical Buyer to lead the procurement process for goods and services. The ideal candidate will have a strong understanding of business needs and be able to develop effective sourcing strategies to meet demand and requirements.

Duties & Responsibilities

Essential

  • Collaborate with operational business segments to understand their business strategies and needs.
  • Develop and implement purchasing and sourcing strategies to ensure a supplier base aligned with business needs and plans.
  • Establish and maintain a supplier portfolio to meet current and future demand from a health, safety, quality, cost, and capacity perspective.
  • Review and analyze purchase requisitions and purchasing demand.
  • Identify potential bidders and suppliers of goods and services.
  • Prepare and solicit bidding processes, leading the evaluation process in cooperation with relevant stakeholders.
  • Issue requests for quotes and information, reviewing quotations.
  • Understand business and technical requirements for third-party goods and services, including specifications, drawings, volumes, etc.
  • Negotiate to procure goods, supplies, equipment, and services, aiming to secure the most advantageous deal for the company.
  • Develop and maintain a plan and strategy for long-term partnerships through contracts and agreements with selected strategic suppliers.
  • Prepare purchase orders and send copies to suppliers and departments originating requests.
  • Evaluate current and prospective suppliers through reviews, site visits, and audits, ensuring supply capabilities, on-time delivery, quality, and service.
  • Communicate technical, quality, legal, and commercial requirements for sourcing information and facilitate the resolution of commercial, quality, and technical issues related to sourced goods, both internal and external to Oceaneering.
  • Manage procurement plans and pricing strategies to support cost objectives and ensure delivery schedules meet project and operational needs.
  • Resolve purchasing issues between OII, Account Payable, and vendors.
  • Perform administrative activities in support of the purchasing function.
  • Able to work independently with little or no supervision.

Qualifications

Qualifications

Required

Bachelor's Degree and a minimum of three (3) years' related industry experience or equivalent combination of education and experience.

3+ years' experience purchasing raw materials, machined products, and/or fabricated structures.

2 years minimum experience reading drawings, including interpreting welding symbols and machine tolerances.

Proven experience working as a Senior Buyer in the same field or related field required.

Additional certification in the field of procurement desired.

Strong knowledge of the industry and market conditions.

Excellent written and verbal communication skills.

Impeccable negotiation and problem-solving skills.

Exceptional interpersonal skills and rapport building.

This position is considered OFFICE WORK, characterized as follows:

Almost exclusively indoors during the day and occasionally at night.

Occasional exposure to airborne dust in the workplace.

Work surface is stable (flat).
