About the RoleWe are seeking a highly skilled Federal Fiscal Analyst to join our team at the State of Washington. As a key member of our Financial Services Division, you will play a critical role in providing professional financial review and analysis of fiscal data, ensuring compliance with federal regulations and agency fiscal policies.
Key Responsibilities- Financial Review and Analysis: Provide professional journey-level financial review and analysis of fiscal data, specializing in federal grant management for the agency.
- Grant Management: Establish, integrate, analyze, and maintain accounting sub-systems and methods, reconciling or reviewing the reconciliation of contracts, grants, and loans to AFRS General Ledger Accounts monthly.
- Federal Reporting: Initiate and develop fiscal and federal management reports as required for effective accounting and management practice, including reports for federal grantor agencies and internal management.
- Expenditure and Revenue Management: Prepare and monitor federal and local expenditures and revenue, assisting in reviewing federal grant agreements, request for draws, advance payments, federal receivables, and quarterly federal reports.
- Financial Systems Management: Act as the agency Federal system administrator, creating new accounts for program and fiscal staff working with federal grants, assigning security roles, and removing access as necessary.
- Technical Support and Training: Provide fiscal technical support and training to co-workers and program staff on fiscal-related activities and financial reporting systems.
- Process Improvement: Participate in process improvement workgroups, analyzing, evaluating, and recommending changes to improve efficiency and effectiveness.
- A combination of education and/or relevant experience, equal to 7 years of professional financial experience, including experience with Generally Accepted Accounting Principles (GAAP).
- Intermediate skill level in Microsoft Excel and Word.
- One year of professional experience working with federal awards.
- Knowledge of Chapter 2 Part 200 of the Code of Federal Regulations.
- Demonstrated ability to work well with others and uphold the Commerce's vision of an inclusive, collaborative, and professional culture.
- A bachelor's degree from an accredited institution, including 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Two years of experience with governmental accounting and Washington state financial systems.
- Experience using State and federal policies and laws, including the State Administrative and Accounting Manual (SAAM).
- Knowledge of accounting theories and practices, such as internal controls, separation of duties, and cash handling.
