About the Role

We are seeking a highly skilled and experienced Strategic Program Manager to join our team at the NSW Department of Communities and Justice. As a key member of our team, you will play a critical role in developing and implementing strategic risk awareness and community preparedness programs.

Key Responsibilities
  • Program Leadership: Develop and deliver comprehensive strategies to enhance disaster preparedness, ensuring alignment with NSW Government objectives and community needs.
  • Stakeholder Engagement: Build and maintain relationships with government agencies, councils, community groups, NGOs, and the private sector to gather insights and coordinate program delivery.
  • Behaviour Change Strategies: Oversee the creation of awareness and behaviour change objectives for disaster preparedness, particularly for vulnerable or hard-to-reach communities.
  • Local Preparedness Planning: Support local preparedness analysis and planning with strategic guidance based on best practices, data, and local knowledge.
  • Governance and Reporting: Develop governance approaches for collaborative decision-making and provide regular progress reports, presentations, and updates.
  • Cross-Government Alignment: Align strategies with broader NSW Government initiatives and integrate program activities with other projects and processes.
  • Program Management: Establish program logic, outcomes, KPIs, and tracking mechanisms, monitor progress, drive continuous improvement, and evaluate impact.
  • Team Leadership: Lead and guide program strategy teams, fostering a culture of collaboration and innovation, mentoring, and developing team members.
Requirements
  • Experience: Proven track record in managing complex programs from start to finish, including goal-setting, KPI development, and successful delivery within budget and on time.
  • Stakeholder Skills: Strong ability to engage and collaborate with diverse stakeholders, including internal teams, external partners, and community groups.
  • Expertise in Resilience: In-depth knowledge of disaster preparedness and resilience best practices, methodologies, and frameworks.
  • Research Proficiency: Skilled in gathering and utilizing community insights through quantitative and qualitative research methods.
  • Communication Strategies: Experience in developing public communications and media strategies, including setting objectives and targeting specific audiences.
  • Legislative Knowledge: Understanding of emergency management arrangements and NSW legislation, or the ability to quickly acquire this knowledge.
  • Qualifications: Relevant tertiary qualifications and/or demonstrated experience in project or change management.
  • Community Development: Familiarity with community development principles and local dynamics, capable of creating state-wide strategies that coordinate with diverse stakeholders.
