Job Description

We are seeking a highly experienced Chief Governance and Risk Officer to join our team at City of Parramatta. The successful candidate will provide strategic leadership, oversight, and direction of the Council's governance, legal, and risk functions.

About the Role

This is a key position within our Senior Leadership team, requiring the ability to develop, implement, and oversee organisation-wide governance, organisational policy, safeguarding, risk, assurance, and compliance frameworks.

Key Responsibilities:
  • Ensure compliance and delegations frameworks support the effective governance of Council and meet all statutory requirements.
  • Lead the development and implementation of a comprehensive Risk Management Framework and strategy to improve the risk maturity of the organisation.
  • Develop and implement a Compliance Framework.
  • Provide high-quality in-house legal services, including advice on regulatory compliance, property, business structure, acquisitions, employment litigation, corporate governance, and privacy.
  • Oversee the internal audit function, reporting to the Audit, Risk, and Insurance Committee.
  • Deliver Government Information (Public Access) Act (GIPA) and privacy functions for Council.
  • Oversee the Council's safeguarding function.
  • Ensure the successful implementation of the Strategic Plan and Community Strategic Plan within their team.
About You

We are looking for someone with:

  • A degree qualification in law, governance, and/or risk management (or related field).
  • Extensive experience (7+ years) in legal, governance, and risk management in a large complex organisation, with a proven track record of achieving strategic objectives.
  • Demonstrated (5+ years) experience leading diverse, multidisciplinary teams.
  • Proven track record at a senior/executive level in governance, legal, risk management, or compliance planning and managing projects.
  • Extensive experience working with an Executive Team and Councillors or similar governance structure.
  • Exceptional ability to communicate, build relationships, and influence others with an engaging approach and technique.
  • Excellent communication and presentation skills, including developing reports, briefing papers, and other documents accurately and in short time frames.
  • Analytical approach to interpreting data and communicating insights.
  • Advanced problem-solving and decision-making ability, including confidence working with leaders to resolve high-priority and often sensitive and complex issues and conflict.

The salary range for this position is estimated to be between $212,961.19 and $236,198.28, plus 11.5% superannuation. In addition, we offer:
