Key Responsibilities
  • Undertake contract management and procurement activities using the Defence financial system and ASDEFCON Contracting suite.
  • Perform contract management functions, including reviewing contract deliverables and invoices.
  • Draft complex contract documentation, including Contract Change Proposals, Requests for Tender, and manage procurement planning, tendering, tender evaluation, negotiations, contract formation, and contract management activities while ensuring compliance with legislation, procurement policies, processes, and procedures.
  • Manage procurement lifecycle on contracting activities, including coordination of legal and financial services.
  • Draft complex contracting correspondence, providing high-level advice on commercially sensitive reports, submissions, solicitation documentation, contract change proposals, and other documents as required.
  • Apply legal and commercial risk principles and performance management frameworks related to procurement and contracting activities.
  • Work collaboratively with stakeholders and subject matter experts to develop and lead strategies to address complex to very complex contracting issues, including dispute resolution.
  • Undertake business administration activities, including drafting correspondence, briefs, and organisational plans, scheduling, and other activities required for effective office management.
  • Perform enabling functions of MCDSPO, including records management, security management, and internal and external stakeholder liaison.
  • Provide detailed administrative, professional, and policy advice on complex work and contribute to strategic planning, program, and project management and policy development.
  • Provide mentoring and guidance to SPO team members for the transition of process improvements and development of APS team members to enable the growth of the APS knowledge base.
  • Train and transition the role to APS personnel when advised by the Contract Manager.
Requirements
  • Australian Government security clearance of Baseline and ability and willingness to obtain an NV1.
  • Tertiary qualification in a relevant legal, business, or commercial field or minimum 5 years' experience in a similar position.
  • Demonstrated experience and practical knowledge of ASDEFCON contracts.
  • Good communication and stakeholder management skills and experience.
  • Strong attention to detail.
