Job Brief

We are seeking a highly skilled Program Manager to support the Pacific Australia Skills program in strengthening skills and training sector across the Pacific and Timor-Leste.

Program Background

The Pacific Australia Skills program builds on 17 years of Australian Government support for skills and training in the region, through three phases of APTC. The program aims to make a major contribution to social and economic growth in the region.

About the Role

The Program Manager will work alongside the existing Pacific Australia Skills Program Manager to provide an essential interface between program operations and key stakeholders. This role requires strong operational management skills, including quality control in finance, procurement, HR, risk management, and contract compliance.

Key Responsibilities
  • Ensure integration of head contract and compliance requirements into operational manuals, personnel and partner engagements, and decision-making processes.
  • Support program compliance with Safeguarding and Integrity policies and procedures.
  • Lead standard tender processes and negotiate services agreements.
  • Support due diligence processes for subcontractors and grantees.
  • Quality assure and approve personnel, subcontractor and grant agreements.
  • Recruit and select Pacific Australia Skills personnel.
  • Maintain all program records consistent with DFAT requirements.
  • Support audits, including leading implementation of corrective actions and recommending systems improvements.
Requirements

We are looking for a candidate with qualifications in international development, project management, or a related discipline. Proven experience managing financial and operational components of donor-funded programs is essential. Strong communication and interpersonal skills are also required.
