Job Summary

Key Responsibilities
  • Supervise and motivate department support staff to ensure the execution of complex professional engineering tasks.
  • Work with the Engineering and Public Works management team to compile, coordinate, and implement the Public Works Capital Works Program, including collection of field data, planning, estimating, design, tendering, layout, inspection, contract administration, and reporting of all municipal infrastructure projects.
  • Monitor the condition of all municipal infrastructure to identify and plan future capital spending requirements.
  • Coordinate the preparation of engineering plans and specifications, coordinate required advertising for bids, review construction bids, and make necessary recommendations based on lowest and/or best bids, competency of vendors and consultants, and selection criteria.
  • Coordinate the development of standards and specifications that will apply to all municipal infrastructure projects undertaken within the municipality, whether by the municipality or by private developers.
  • Coordinate with Operations Managers to review subdivision and other development plans and agreements prior to approval to ensure compliance with the municipality's standards and specifications and to identify impacts on existing infrastructure.
  • Maintain department awareness of applicable emerging technologies.
  • Ensure the provision of technical support services to public works and other departments within the municipality, as required.
  • Coordinate the department to provide project management services for the construction of municipal public works projects.
  • Liaison with Council on all related matters.
  • Maintain the public works library and infrastructure records, ensuring as-built records of projects and documents necessary for operation and maintenance programs.
  • Coordinate the maintenance and updating of the GIS database.
  • Under the direction of the Director of Engineering and Public Works, work with other managers to ensure the development of the Work Order System and oversee all SAP-related implementation and support issues for the department.
  • Ensure the evaluation of site plans, drainage analyses, and traffic impact studies for development proposals, permits, rezones, etc.
  • Prepare traffic, utility, and other studies and reports.
  • Respond to inquiries relative to procedures on specific projects and other information.
  • Participate in the monitoring and review of inter-governmental action and plans affecting engineering public works functions, particularly from a regulatory perspective.
  • Participate in recruitment and selection activities.
  • Provide interpretation and administration in labor relations to ensure consistency in the application of Collective and Supplementary Agreements and Letters of Understanding.
  • Provide input to grievance resolution and provide counseling on a confidential basis to staff, including resolution of disputes.
  • Participate in discipline proceedings.
  • Ensure that a quality control and quality assurance process is followed in the preparation and review of project documents and designs to ensure that the required reviews are conducted by a professional engineer.
  • Other duties as assigned by the Director of Engineering and Public Works.
Qualifications
  • University degree in civil engineering with a minimum of 5 years' experience in the municipal engineering sector and/or with an engineering consultant.
  • Registered P.Eng. with Engineers Nova Scotia.
  • Ability to use and implement GIS and SAP databases and applications.
  • Valid NS driver's license.
  • Any equivalent combination of education and experience.
  • Medical assessment, including physical, vision, and hearing tests.
  • Medical assessment must show the capacity to perform tasks of the classification.
