Rail Safety Officer

Transformative Metro Project

Parklife Metro JV is leading a landmark, city-shaping project that connects St Marys to Bradfield, linking with the new Western Sydney Airport.

This joint venture with Plenary, RATP Dev, Siemens, and Webuild aims to deliver 6 new stations, 12 metro trains, core rail systems, and a state-of-the-art stabling and maintenance facility at Orchard Hills.

About the Project

The SSTOM project is the largest PPP project ever awarded in NSW, with a $5 billion initiative that will leave a lasting legacy for the Greater Western Sydney community.

Rail Safety Officer Role

The Rail Safety Officer will coordinate and manage all delivery aspects of Rail Safety on the SSTOM project.

You will also assist the Senior Rail Safety Officer, Rail Safety Director, and other internal stakeholders to identify, assess, evaluate, and control rail safety risk.

Key Responsibilities
  1. Manage compliance obligations under the Occupational Safety and Health Act, National Rail Safety Legislation, and associated legislative requirements.
  2. Provide direction, instruction, and assistance to project personnel on rail safety best practices, processes, and procedures.
  3. Stop the progress of project works where health or safety is being or may be compromised.
  4. Develop, maintain, and upgrade the WHS Management Plan and support the rail safety assurance management team.
  5. Assist senior management in WHS policy procedures, legislation, and training requirements, including rail safety requirements.
  6. Monitor compliance with rail safety and health and safety management systems.
  7. Ensure supervisory personnel are trained in rail safety requirements and establish consultation arrangements with employees.
  8. Report notifiable occurrences to stakeholders and review them to ensure actions have been taken to prevent recurrence.
  9. Lead investigations for extreme risk incidents, injuries, and hazards and provide functional assistance and recommendations for preventative actions.
  10. Report to SSTOM Management on the performance of the project rail safety system for project reviews.
  11. Educate Line Managers and subcontractors in project policies and procedures.
  12. Provide leadership to achieve a no-harm or injury culture in the workplace.
  13. Establish and maintain strong relationships with project and operational managers to ensure engagement and support of the SSTOM project goals and objectives.
  14. Develop and cultivate relationships with clients to ensure compliance with client and company requirements.
  15. Ensure compliance with statutory rail safety requirements, engineering standards, and construction procedures.
  16. Ensure all activities are carried out with due regard to safe working practice, safety of personnel, and integrity of equipment.
  17. Ensure work is executed in accordance with internal requirements and client rail safety and quality specifications and instructions.
  18. Oversee the development of rail safety hazard identification plans, risk analysis, corporate, and site-specific safety plans.
  19. Assist with the collection, preparation, analysis, and issue of company rail safety statistics and performance data and implement strategies for continual improvement.
Requirements
  1. Tertiary qualification in Occupational Health and Safety, WHS, Environmental Health, or a related field.
  2. Proven experience as a Health and Safety Advisor, Coordinator, or Rail Safety Officer in the construction industry, preferably within a Tier 1 Contractor organisation.
  3. Minimum 2+ years working on a rail project.
  4. Thorough knowledge of relevant rail safety and health & safety legislation, regulations, and codes of practice.
  5. Strong understanding of construction processes, rail safety, hazards, and risk assessment methodologies.
  6. Excellent communication and interpersonal skills to effectively engage with stakeholders at all levels.
