Job Title

General Counsel

Overview of the Position

The position is responsible for providing legal services to the department and offering high-level, independent, and timely advice to the directors-general, executive leadership team, and officers across all areas of the department.

To maintain the ability to provide independent legal advice, the holder of this position will not receive direction from non-lawyers regarding the content of legal opinions or advice.


Key Responsibilities
  • Demonstrate cultural capability and/or commit to developing cultural capability to create an inclusive culture that aligns with the Human Rights Act 2019 and supports programs aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.
  • As the chief legal officer, manage and provide expert advice on legal, policy, and process issues, often complex and sensitive in nature, to ensure the effective delivery of departmental services.
  • Manage a broad range of legal work, including statutory interpretation, judicial review, administrative law issues, corporate governance, compliance, contract work, human rights, human resources, and privacy issues.
  • Plan, organize, lead, and manage staff and resources, including budget allocation, to ensure ethical and professional standards are met.
  • Source external legal support while adhering to government processes and protocols.

  • Expertise in providing independent, timely, and strategic legal advice.
  • Strong management skills, including budget allocation and staff supervision.
  • Ability to negotiate and influence stakeholders effectively.
