About the organisation
The Essential Services Commission (the commission) is Victoria's independent economic regulator of essential services supplied by a range of industries. The services provided by these industries touch the lives of every Victorian and are among the most important contributors to the social and economic wellbeing of all Victorians. The commission's primary objective is to promote the long-term interests of Victorian customers with respect to the price, quality and reliability of essential services. The commission comprises of four commissioners and a Chief Executive Officer, who leads the executive team. The Price Monitoring and Regulation division (PMaR) is responsible for administering the economic regulation frameworks for water businesses, energy pricing, the Port of Melbourne and local government, playing a crucial role in ensuring that Victorian consumers have access to fair, efficient and affordable essential services.
The role
An exciting opportunity exists to lead the team in a critical area of the commission's work. Within the PMaR division, the Director, Victorian Default Offer (VDO) and Ports is responsible for the commission's work on developing and delivering the VDO decision, as well as the regulating of prescribed services at the Port of Melbourne. The role also plays a key part in divisional leadership, helping to shape and deliver strategic priorities across the team.
The ideal candidate
To be considered for this position you will bring extensive experience and knowledge of economic regulation in the Energy or Port sectors, with a particular focus on undertaking pricing reviews, and customer protection. You will have a strong understanding of legislative and regulatory frameworks, combined with demonstrated experience in leading economic, financial and technical analysis. You will strategically lead discussions and engage effectively with senior stakeholders across the Energy and Port sectors, Government and within the commission.
The successful candidate will have proven experience in leading and developing high-performing teams and actively contributing to maintaining the commission's strong reputation as a fair, impartial and informed regulator. A relevant tertiary qualification in economics or a related discipline is required, with postgraduate qualifications highly regarded.
