About the role

The Criminal Proceeds Squad is part of the Economic Crime Division, Crime Command and undertakes investigations in relation to the restraint of proceeds of crime. They operate under the Asset Confiscation Scheme with partners, the Office or Public Prosecutions and Asset Confiscation Operations (DJCS).

The Criminal Proceeds Squad consists of both sworn and VPS members.

The office conducts unexplained wealth investigations related to serious and profit motivated organised crime, taking restraint action under the Confiscation Act 1997. The office also investigates money laundering and serious financial crimes that affect Victoria, linked to drug offences, outlaw motorcycle gangs, fraud and cybercrimes.

The Criminal Proceeds Squad forensic accounting team currently consists of two VPSG-6 Forensic Accountants.

These three (3) positions are fixed for period of two years and will be an additional to the current forensic accounting team. The successful applicants will focus solely on the identification and application of the Confiscation Act 1997 in respect of the illicit tobacco market within Victoria.

As a member of the Criminal Proceeds Squad, you will work closely with police investigators to interpret financial documents, records and business structures and present financial analysis as an expert witness in court, on matters relating to confiscation proceedings in respect of the illicit tobacco market within Victoria.

These fixed term positions will allow you to prepare and present financial analysis supporting new unexplained wealth legislation under the Confiscation Act 1997.

Your duties will include

- Assisting police to understand complex financial arrangements on matters relating to the illicit tobacco market.

- Providing advice on financial avenues of enquiry and sources of information.

- Tracing of funds and undertaking forensic analysis of available financial evidence.

- Providing advice to police on business structures, financial arrangements, taxation, and accounting matters.

- Writing expert witness reports/affidavits and appearing as an expert witness in court proceedings.

As the successful applicant, you will have

- CPA status with CPA Australia and/or CA status with Chartered Accountants Australia & New Zealand.

- Specialised knowledge obtained through your training, study and commercial experience sufficient to be recognised as an expert witness in financial and accounting matters before Victorian courts.

- The ability to analyse and integrate data and evidence derived from a range of different sources to produce high quality forensic accounting advice to police and prosecutors.

- Experience in managing multiple matters that may have competing and occasionally urgent deadlines.

Requirements and relevant information

- Three (3) x full-time, fixed term (2 years) position available.

- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.

- The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.

- The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
