The Cities of Charles Sturt (CCS), Port Adelaide Enfield commenced a collaboration partnership in 2017 with the aim being to work together to improve performance, doing things once and together, to get the best of each other’s thinking and build greater capability to deliver better cost and service outcomes for their communities. This collaboration was formalised in 2018 with a Memorandum of Understanding and continues to develop.

Reporting through to the Manager, Strategic Procurement Services, The Procurement Advisor is responsible for leading Procurement processes to drive the strategic direction of Council’s procurement by developing best value contracts for the delivery of goods, works and services.

The position will form part of the Collaborative Strategic Procurement Team incorporating the Cities of Charles Sturt, Marion and Port Adelaide Enfield.

To be successful in this senior procurement role you will be a highly effective communicator with a collaborative and pragmatic approach to problem solving, looking to support positive outcomes and solutions with a level of autonomy and the motivation to continue the development of a customer service focus within the role, building positive relationships both internally and externally to the business.

Some of the key responsibilities will include but not limited to:

- Lead Procurement processes to ensure Council’s strategic objectives are met through sourcing of best value goods, works and services
- Develop, implement and maintain procurement systems, policies and procedures aligned with legislative and statutory requirements and practices to meet the Council’s strategic objectives
- Provide professional, strategic, commercial and operational advice on procurement
- Determine Council’s procurement needs and establish contracts with legal protection to maximise Council advantage
- Participate in the establishment, monitoring, reviewing and reporting of KPI’s and targets for all services within the work area

Skills and Knowledge and Experience:

- Proven experience as a senior procurement professional
- Proven experience in regulatory and legal requirements regarding procurement and contract law
- Experience with preparation of contracts and reports
- Purchasing or end user procurement process experience (desired)
- Project and Change Management experience (desired)
- General knowledge of procurement and purchasing processes and requirements
- Understanding of contract law and standards, risk management, and the probity requirements of public sector procurement.
