**Division Responsibilities**

The Home and Residential Division manages the provision of aged care to senior Australians

in the setting that suits their needs and preferences. It manages the reform work to improve

aged care services at home and in residential care.

This includes:

- the design, development, and implementation to set up of a reformed in-home

aged care system.
- implementation of the Australian National Aged Care Classification (AN-ACC)

funding model for residential care
- commissioning a new single assessment workforce
- advising on means test policy and options
- development, implementation, and the management of efficient, effective, and

sustainable funding programs for home and residential care.

The Division’s strategic priorities are:

- A culture that attracts and retains people, encourages collaboration, builds

capability and drives engagement and inclusiveness
- Effective support for home and residential aged care reforms that respond to

the Royal Commission into Aged Care Quality and Safety (Royal Commission)
- Effective support for Ministers through policy development, implementation,

stakeholder consultation, program management, and program monitoring
- Effective management of Budget processes, developing and underpinning

funding models, consumer and provider research activities, stakeholder

management and overarching project management.
- Data and analysis that supports policy and operation decision making.
- Effective engagement with stakeholders on key reforms (in-home care, AN-ACC

and assessment reform).

**Branch Responsibilities**

The Home Support Operations Branch is responsible for a range of policy and programs to

support the in-home aged care system, including:

- managing the Commonwealth Home Support Program
- managing the Disability Support for Older Australians Program
- developing policy and tools to support informal Carers of Older Australians
- managing the National Continence program and Continence Aids Payment Scheme

**Section Responsibilities**

The Reablement and Commonwealth Home Support Programme (CHSP) Policy Section helps

develop the evidence-based policy that drives the management of the CHSP, the Continence

aids Payment Scheme (CAPS) and the National Continence Program. CHSP is an entry level

tier to aged care and assists older people across the country to remain living safely at home

and in their communities for as long as they can and wish to do so.

The Section is responsible for developing the policy for the aged care grant program,

working closely with grant managers in the Department of Social Services, undertaking data

and funding analysis, parliamentary and ministerial responsibilities and other Branch

coordination functions as required.

**Key Responsibilities**

Specific responsibilities of this role include:

as part of policy development processes
