**Division Responsibilities**

The Health and Economics Research Division (HERD) is responsible for ensuring the health

evaluation, innovation, and use of data to develop and implement integrated, evidence
- based health policies. A key priority for the Division is the implementation of the Medical

Research and Future Fund 10-year investment plan and Biomedical Translation Fund. The

Division continues to develop the Department's strategic economic outlook across

Australia's health system and providing specialised modelling, reliable forward estimates

and costings for all major Commonwealth health and aged care programs. The Division is

also responsible for strengthening the Department's evidence-based approach and

enhancing our ability to understand and analyse data collected of the complex and data rich

system we oversee.

**Branch Responsibilities**

The Data and Analytics Branch provides leadership on the use and management of data to

drive improvements in health and wellbeing, including:

- Provision of analytics and visualisation services to harness the power of our data and

communicate data-driven insights
- Engagement with the Commonwealth, jurisdictions, and academics, to influence key

data reforms and initiatives
- Provision of best practice advice on data governance and data management
- Enabling data access for public benefit while maintaining privacy and security
- Growing data and analytic capability through collaboration, engagement with

experts, and development of staff.

**Section Responsibilities**

The Strategic Data Brokerage and Reform Section drives improvements in the health and

aged care sectors through internal and external strategic data brokerage and reform

activities. The section houses a Data Brokerage and Relationship Management Unit which

drives strategic relationships and activities that support improved access to and use of data

to shape policy that enables enhanced health and ageing outcomes for Australians. The

section is also responsible for preparing and coordinating strategic data policy advice,

facilitating the implementation of the national health data reform agenda set by the

National Health Reform Agreement 2020-25, providing secretariat services for the Health

Data and Digital Transformation Collaboration (HDDTC) and facilitating Departmental

representation on cross-agency and cross-jurisdictional data reform committees.

This recruitment process is expected to generate a merit list which may be used to fill

vacancies in other sections of the division, in particular those sections listed below:
The Data Availability and Sharing Section is responsible for provision of operational support

to externally managed data access arrangements, measuring and improving data access

arrangements with key partners, embedding safe data practices and coordinating cross

division data access an acquisition activity. It is also responsible for the coordination of

electoral briefs for portfolio Ministers’ offices, and the maintenance of the Data Access

Records Management System.

The Data Governance Section provides oversight of the data governance and release

framework, data management policies, and data asset register for the Department. The

section manages the risks around data collection and the use of departmental data assets

and works with data stewards across the department on an enterprise-wide approach to

stewardship, metadata and interoperability. The section also provides representation and

support for various strategic data forums on topics such as data governance, metadata and

linked data sets.
