To support team management associated with the construction certification functions. A
prime accountability will be to assist with day-to-day work oversight and, where
registration level permits, taking responsibility for complex certification matters.

The role also ensures that Council’s regulatory obligations are met in accordance with
the appropriate legislation and that there is transparency in process.

**KEY RESPONSIBILITIES**

**Certification**
Assist with the co-ordination and management of daily operations of the Building
Certification team to:

- Ensure high quality, timely and technically competent assessment of all Construction

Certificates which may demand specialist knowledge across a range of building
areas including building fire safety, accessibility, energy efficiency and structural
performance, in accordance with legislation, Building Code of Australia and
Australian Standards.
- Issue Complying Development Certificates, certifying that specific development

proposals (as defined in the relevant LEP) comply with the standards and criteria
(including the BCA) in the applicable LEP or DCP and can proceed to construction
- Issue Construction Certificates specifying that a building complies with the Building

Code of Australia and other relevant matters and can proceed to construction.
- Act as principal certifying authority (PCA):

- Undertake ‘mandatory critical stage inspections’ to ensure compliance with
technical building standards and, where relevant, conditions of consent (or
complying development certificate);
- Resolve technical building issues that require specialised knowledge across a
range of areas.
- Issue Occupation Certificates specifying that buildings are suitable for
occupation in accordance with the relevant building standards and the terms
of development consent
- Preparation of all associated correspondence and reports.
- Ensure that appropriate enforcement action is taken in relation to any identified

development surveillance matters including referral to the Development Monitoring
Team where required.
- Ensure excellent customer service including responding to customer needs and

keeping individual clients up to date with information and decisions that affect them.
**Development Assessment**
Assist with referrals for fire safety and accessibility expertise required to inform the

Assist the Program Leader to maximise market share by assisting in the following areas
as required:

- Continually scan / monitor the business environment of the certification unit; and

regulatory environment including government direction and policy issues. Implement
strategies in response to market and legislative drivers.
- Regularly review and report on team performance in meeting customer expectations

and where necessary recommend strategies to improve operational performance.
- Monitoring finances and recommend fee schedules for competitive work.
- Promoting the use of new technology, systems and processes to improve the long

term operational performance of the certification team.
- Working with the Executive Principal and Team Manager to maximise efficiency of

resource utilisation between the certification and development assessment teams.
- Analysing individual performance and contribution to team goals, provide feedback to

support, reinforce strengths and identify areas for improvement.
- Managing relationships and workflow between the certification unit and other parts of

Council to ensure that customers are provided with a seamless service, including
advising customers of regulatory requirements and responsibilities as appropriate.
- Participating in the preparation of Council development management policy as

required in accordance with the policy programme of the Directorate.
