About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of the role
Workforce Development engages with our people, to provide support for individual and collective capability development in the areas of leadership, learning and development, inclusion, diversity, social policy, and individual performance, as well as career and succession planning. The team is responsible for developing and implementing policies, strategies and programs, that support our people to manage, embrace and enhance workforce performance and support our people throughout every career stage with QFES.
Reporting to the Director, Strategy and Services, you will be responsible for leading and managing the workforce development team within the appropriate financial and human resource delegations. You will contribute to the development, review and delivery of policies, strategies and programs in the areas of leadership; workforce development; personal achievement and development planning; and coaching and mentoring to ensure the department's vision to develop a highly capable, inclusive and diverse workforce that meets whole-of-government initiatives and organisational strategic objectives.

- Knowledge and experience and/or qualifications in learning and development.
- Knowledge and experience or qualification in developing and managing multiple programs and projects in a complex organisational environment.
Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead the design and development of policy and programs, including advice relating to legislation, budget and cross-agency and interjurisdictional engagement to increase the department's diversity and inclusion profile, individual performance, and career and succession planning.
- Lead the identification of potential risks and issues, and develop efficient and effective strategies and solutions that support quality outcomes and enhance effective decision-making processes.
- Provide strategic advice and direction on the development of the whole-of-department strategies and frameworks to support operational and departmental workforce development objectives and outcomes.
- Build professional relationships and networks with internal and external stakeholders to develop and achieve collaboratives and fit-for-purpose learning and development offerings and outcomes.
- Prepare and review complex reports, briefing notes, submissions, and other correspondence in order to support the delivery of strategic workforce development programs, in accordance with departments requirements and governance.
- Undertake high level research and critical analysis of contemporary workforce development programs and frameworks to ensure they are well designed, align with industry practices, and learner feedback is used to improve quality outcomes.
- Lead and manage the functions of the team through effective human resource, and financial management practices, including the development of staff through performance, planning and review.
