**About the Role**

The Program Manager - Front Office role will lead a dedicated delivery workstream and report to the PTT Delivery Director. Reporting to the PTT Delivery Director, this role will be required to deliver the implementation and delivery approach for the future ticketing contract and actively advise and prepare the delivery strategy to a new contract and solution from an operator and from a customer perspective.

Key elements of the role include providing authoritative technical, commercial and policy advice, engaging with and influencing senior executives across DoT, managing engagement with external stakeholders and consultants, and ensuring the overall readiness of the Department and other relevant stakeholders to deliver the new ticketing solution in Victoria.

The successful applicant will have proven experience in establishing and leading multi-disciplinary teams to develop technical system requirements, commercial strategy and procurement design for complex government IT projects, ideally in public transport ticketing.

**Position Outcomes**
- Assist in the evaluation of PTT proposals and given meaningful insights from the implementation and delivery perspective of the project.
- Assist with the contract negotiations and alignment, highlighting any issues within the delivery of the project, and establishing solutions to mitigate any risks to the delivery of the project.
- Develop implementation plans and engaged with all stakeholders to ensure operational readiness across Public Transport operators, the Department, and suppliers.
- Collaboratively work with the senior leadership to support the strategic planning process and delivery of departmental priorities.
- Effectively lead the performance of people through strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department’s values.
- Provide high quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership to support transport portfolio objectives and respond to emerging and/or complex issues.
- Lead and contribute to government and organisational reforms including the assessment of the quality and effectiveness of change initiatives and organisational improvements.
- Departmental policies and governance frameworks have been complied with, budgets are met, and fit for purpose workforce plans delivered.
- Promote and support safe, inclusive, and flexible team operations.

**Technical Capabilities**

**Commercial Strategy and Partnerships**
- Partners with senior stakeholders within DTP and the VPS to develop commercial strategies and high-risk supplier relationships.
- Leads set up of complex public and private partnership agreements (e.g. outsourcing agreements, Joint Ventures, partnerships).
- Establishes mechanisms to ensure supplier relationships are effectively governed both within and outside of the procurement function.
- Works with senior stakeholders within DTP and the VPS to identify and manage commercial, contractual, operational, financial, reputational, ethical and (global) supply chain risks.
- Leads the development of risk management tools and techniques to identify and prioritise risks to service delivery.
- Works closely with business areas to identify and manage commercial, contractual, operational, financial, reputational, ethical and supply chain risks.
- Drives procurement risk management processes for major projects and coaches others within the team on how to conduct risk assessments using established processes and frameworks.
- Manages compliance and works through business partners to eliminate noncompliant practices in procurement.

**Qualifications and role specific requirements**

**Mandatory**
- Demonstrated experience working on major technology projects in either public and/or private sectors, including experience with a range of procurement models.

**Desirable**
- More than 10 years of experience in delivering large complex IT project and transitions of contracts and solutions in those project
- Experience in IT procurement in Government
- A proven record of leading commercial analysis and advisory of government initiatives.
- A relevant tertiary qualification
