**Eligibility**

**Division Responsibilities**
The Medicare Benefits and Digital Health Division (MBDHD) plays a critical role in advising
Government and supporting access to medical services for all Australians by:
- Providing more affordable access to medical services for all Australians through a
contemporary Medicare Benefits Schedule (MBS) that is based on clinical evidence,
and which supports the provision of high-quality services.
- Working collaboratively and constructively with diverse internal and external
stakeholders in a contested and challenging environment that respects the diversity
of clinical, private and public health financing interests, to promote the interests of
patients.
- Enhancing our national digital health systems though consumer and practitioner
accessibility to health care information and improving the development of digital
health systems relating to service delivery.
- Leads Health’s relationship with Services Australia and the Australian Digital Health
Agency to improve delivery of Health Care policy and programs objectives of
Government.
**Branch Responsibilities**
- MBS Policy and Reviews Branch supports the implementation of the MBS Review
recommendations and is establishing a continuous MBS Review to align Medicare
items with contemporary clinical evidence and improve health outcomes for
patients. The Branch also has responsibility for a wide range of MBS policy areas
including general practice, primary health care, telehealth and a number of specialist
disciplines.
- MBS Policy and Specialist Programs Branch develops and implements Medicare
funded services that enable access to high quality, affordable health services. The
Branch advises on the listing of medical specialist services on the MBS, policy for
patient eligibility for Medicare, policy and infrastructure for radiation oncology
services, medical indemnity, the Covid Vaccine Claims Scheme, Medicare safety net
arrangements and manages several special patient health financing schemes. The
Branch also develops and implements legislation and regulations relating to MBS
services including international treaties and responses to COVID.
- Diagnostic Imaging and Pathology Branch supports access to high quality, safe,
efficient and clinically effective diagnostic imaging and pathology services. The
Branch is responsible for policy advice and analysis of these services under Medicare,
as well as quality management of pathology and diagnostic imaging services through
accreditation. The Branch also supports Government policy through provision of
quality MBS data analytics.
- Digital Health Branch develops, implements and evaluates Budget measures and
critical digital health projects to enhance national digital health systems, improve
health and wellbeing outcomes and experiences, for all Australians. We manage a
set of strategic Commonwealth priorities to establish new and emerging digital
enablement opportunities across the health ecosystem. The Branch is driving greater
interoperability (connections) and near real time data sharing between My Health
Record and Clinical Information Systems, particularly in relation to the primary, aged,
disability and acute care systems to improve health outcomes through consumer and
practitioner accessibility to critical healthcare information.
- Digital and Service Design Branch works to design, develop and evolve the systems
and services that support the COVID-19 vaccines, aged care, transitions of care and
electronic medicines programs. This includes services that support Australians to find
and book vaccination appointments, access online support and resources about the
COVID vacci
