**Division Responsibilities**

The People Communication and Parliamentary Division provides efficient and effective
parliamentary, human resources, change management, market research and
communication services that are responsive to the Department’s priorities. In doing so we
seek to ensure our customers have confidence in our capability to respond to their needs
and find it easy to access the information and services they need.

**Branch Responsibilities**

We enable the department to deliver the government’s policies and programs through:

- Partnering with business to understand their people needs and delivering timely and

flexible solutions that are guided by metrics and evidence.
- The development of HR strategies and policies that build a high performing

workforce, with a focus on a sustainable and inclusive future workplace culture.
- A user-centric focus, providing professional HR services that strengthen staff

capability and experiences, reduce unnecessary layers to process and make it easier
to do business.

**Section Responsibilities**

Over the past few years we’ve changed the way learning is designed and delivered in the
Department of Health and Aged Care. We play a critical role in building the capability and
capacity of our workforce and need to be ready to meet these challenges, now and into the
future. Our focus is on business needs and user experience first, and through genuine
partnerships we create high impact, engaging and relevant best practice solutions.

We are responsible for:

- Building workforce capability through the design, development and implementation

of core APS skills, leadership and management learning solutions
- Embedding the shift to digital learning solutions, to support our national workforce,

and hybrid working arrangements
- Providing specialist advice and support to stakeholders, including those responsible

for role-specific capability development
- Supporting continuous improvement of the L&D service offer including through

improved access and automation of our services
- Managing the department's Essential Learning and Studybank programs and policies
- Engaging with whole-of-government initiatives including the APS Academy and

Professional Streams to leverage existing resources.
