PSP are exclusively recruiting a Manager Procurement and Contracts opportunity on behalf of the City of Kingston.

Reporting directly to the Chief Finance Officer, the role sits in the Procurement and Contracts Department, within the Chief Finance Office Division. The positions key objectives include:

- Procurement Management
- Contract Management
- Fleet Management
- Insurance Credit Card Administration
- Contractor Occupational Health and Safety
- Internal Organisational Engagement and Support
- Leadership and
- General support

The Manager Procurement and Contracts is responsible for:

- Strategic leadership of all aspects of procurement, purchasing and contracting for the City of Kingston.
- Policy development and advice to the Chief Finance Officer, Chief Executive Officer, Executive Leadership Team and Council - particularly in administering and updating Kingston’s Procurement Policy (November 2021).
- Ensuring compliance with the requirements of the procurement elements of the Local Government Act 2020 in the administration of procurement and tendering.
- Reporting on procurement activity and compliance, and data management of procurement information.
- Ensuring effective procurement processes, systems, guidance/templates, and training are in place for all officers engaged in procurement activity.
- Supporting Council in achieving procurement outcomes that achieve continuous improvement, value for money, supporting environmental sustainability, social support and support for the local economy.
- Leadership for Council’s fleet management and at a time when we are transitioning to alternative fuel vehicles.
- Leadership for Council’s insurance, oversight of contractor OHS requirements and credit card administration.

Essential Skills and Experience required:

- Tertiary qualifications in accounting, finance, business, logistics, or commercial disciplines, with extensive similar experience.
- Extensive experience in contract formation and management.
- Substantial leadership experience in a diverse and complex organisation.
- Previous Local Government experience is desirable.
