**The Role**
The **Strategic Program Office (SPO)** is part of the Employment and Workforce Group in DEWR. We work on enterprise-wide strategy and transformation, future systems development and funding opportunities. We also help with new policy proposals and business case development, as well as program and project management. The SPO helps deliver key projects while making DEWR's digital service offer better and more effective.
The **Project Management Office (PMO)** is responsible for oversight and management of project implementation for Employment and Workforce Group, particularly in relation to the Workforce Australia Digital Platform (WADP). This includes business and ICT engagement, all project management artefacts and their operationalisation, and project reporting. The role provides an opportunity to use project management methodologies, problem solving skills and stakeholder engagement to deliver project outcomes.
The** Investment Strategy** team leads digital transformation for the WADP and contributes to digital transformation across the department’s portfolio and its integration with whole-of Government service. The role provides exposure to policy development and stakeholder engagement across the department and with external agencies as well as an opportunity to develop strategic thinking through the integration of evidence-based policy for an improved workforce across government.
The **Strategic Governance** team provides the governance mechanisms that oversee the Branch’s work and manage the WADP Project Board, the key governance committee led by the WADP Senior Responsible Officer with membership at the SES Band 2 level. Alongside this, the team provides project assurance in partnership with the Digital Transformation Agency and through management of an independent assurer.
Reporting to the Director of the PMO, Project Officers are responsible for:
- leading and managing major projects, including scope management, schedule management, stakeholder management, and change and reporting management
- overseeing implementation of complex Government Projects
- managing Departmental Capital Budget allocation
- managing incoming projects (such as implementation of recommendations from the inquiry into Workforce Australia, Royal Commission into the Robodebt Scheme, CDP/DES replacement programs)
- project level management of risks and issue.
Reporting to the Director of the Investment Strategy Team, Policy Officers are responsible for:
- New policy proposals (NPPs)
- ICT Business case development
- Managing future system development and funding opportunities
- Project management for changes to system authentication requirements
- Environmental scanning and information / data analysis
- Project and change management for whole of government digital transformation initiatives
Reporting to the Director of the Strategic Governance Team, Project Officers are responsible for:
- Secretariat and management of Project Board
- Independent assurance management
- Benefits management and benefits realisation tracking
- Project management templates, tools and systems
- Branch systems and communications.
**Duties and Responsibilities**
Responsibilities of the Executive Level 1 (EL1) Project/Policy Officer may include:
- Demonstrated ability to build and maintain collaborative working relationships with a wide range of internal and external stakeholders and achieve positive outcomes.
- Strong project management, conceptual and analytical skills, attention to detail and the ability to resolve complex problems effectively.
- Highly developed verbal and written communication skills, including the ability to provide clear and accurate advice to senior management and the capacity to effectively manage sensitive issues.
- An ability to critically analyse information, draw out key issues and clearly communicate risks and benefits.
- Demonstrated ability to provide effective leadership to staff in an evolving business environment and to build team capabilities to meet current and future business needs.
- Experience contributing to the development and implementation of initiatives, strategies or methodologies relating to technical, policy, IT, operational or service-oriented matters.
