**About the Opportunity**
Strathfield Council is seeking a Contributions Planner to ensure that Council’s responsibilities in the area of infrastructure funding and delivery align with its strategic land use planning and work alongside the annual budget and work program process to assist in the delivery of key capital work projects. The role also requires the provision of specialist statutory and strategic planning services and be accountable to the community and Council by implementing, monitoring and reviewing Council's development contributions programs in accordance with the NSW Environmental Planning & Assessment Act and current best practice.
**About the position**
In order to undertake the role, it entails the following duties:
Delivery of agreed infrastructure planning outcomes as identified in Council’s Community Strategic Plan, Operational and Delivery Plan, Local Strategic Planning Statement and Strategic Planning work program.
The preparation, review and management of Infrastructure Contributions Plans, Planning Agreements and associated frameworks under the Environmental Planning and Assessment Act and associated Regulations.
Identify opportunities to improve value share across the LGA when the occasion presents.
Review and prepare submissions to contributions legislative reforms and industry trends.
Maintain and develop professional knowledge and skills with a view to identify and inform Council of emerging issues and trends within the infrastructure planning field and make recommendations which are appropriate and tailored in response.
Represent Council in negotiations with stakeholders on Infrastructure Contributions related matters.
Assist the Co-ordinator and the Landuse, Place and Development team in the day to day operations of the team, including indexing of contributions, and the maintenance of contributions and VPA registers.
Project and promote the image of Council as both efficient and courteous whilst representing Council’s interests in dealings with government agencies, authorities and fulfilling the requirements of relevant legislation.
Self-assess work to ensure output of work is timely, accurate, on budget and of a high standard.
**About you**
To succeed in the role, you will have the following:
- Qualifications in Urban Planning, Land Economics / equivalent Degree or extensive experience in a similar role (Essential).
- Extensive experience in Strategic Planning, preparation of Infrastructure Contributions Plans and associated frameworks and strategies.
- Detailed knowledge of the NSW Environmental Planning & Assessment Act as it relates to infrastructure contributions and community infrastructure provision, the NSW Planning Framework and associated legislation (Desirable).
- Demonstrated ability to prepare Infrastructure Contributions Plans and supporting documentation in accordance with all statutory requirements and current best practice.
- High level analytical and problem-solving skills with the capacity to inspire or support innovative thinking and continuous improvement.
- Demonstrated understanding of the strategic and statutory planning process and the role of infrastructure planning within the strategic planning and development assessment process.
- Demonstrated understanding of project management principles and objectives, including ability to brief and manage consultants.
