**About the Role**
The Coastal Planner is responsible for providing sound, accurate, timely and expert professional advice and guidance to Council and the community in relation to coastal planning and coastal management matters. A key requirement of the role is to develop and implement Coastal and Marine Management Plans in accordance with the Marine and Coastal Act 2018
A further purpose of the position is to promote an understanding of coastal processes and the impact of climate change on coastal areas, and to develop policy options and advocacy positions to assist in adaptation to the impacts of climate change on the coast and coastal hinterland.
Reporting to the Team Leader - Water & Waste the core responsibilities include:
- Provide specialist strategic planning and policy development advice and expertise to all sectors of the organisation in relation to planning for and management of the coast.
- Contribute significantly to the achievement of organisational goals and objectives by working closely with all units of the organisation and the community to identify, describe, record and plan for balanced coastal management.
- Participate in, and where appropriate provide leadership of, coastal related programs or projects directed at enhancing coastal planning and management processes and outcomes within and outside the organisation.
- Provide accurate, sound and timely responses to internal referrals seeking advice on coastal planning and coastal development issues.
- Identify emerging issues and develop recommendations to provide a timely and effective response.
- Provide analysis, evaluation and recommended response to strategy and policy proposals from all levels of government.
- Undertake the development and implementation of strategies and policy recommendations, including Coastal Action Plans and Coastal and Marine Management Plans, strategic policy reviews and projects of moderate to high complexity. This may involve undertaking investigations and research to provide the basis for evidence-based evaluation of policy options
- Assist in evaluation, review and development of Council’s strategies, including the Community Plan and annual budget, as relevant to this position.
- Develop project briefs and provide project management of external consultants and/or internal and external project teams undertaking strategic studies for Council, as required.
- Provide expert/specialist advice including acting as project planner for Capital Works Program and maintenance items as required.
- Prepare reports, documents and correspondence as required.
- Provide support to Council representatives on external reference groups and advisory bodies, including the Association of Bayside Municipalities.

**About You**
- A capacity for lateral thinking and initiative in responding to the coastal planning and coastal management challenges facing the Mornington Peninsula.
- An understanding of and empathy with the cultural heritage of Indigenous groups.
- Experience and expertise in policy development and provision of specialist advice in relation to coastal management or in other areas of natural system, natural resource management, environment or planning areas.
- Investigative, research and analytical skills that enable the formulation of policy options within the broad organisation framework.
- A thorough understanding of relevant legislative requirements and processes at all levels of Government.
- Project planning, development, management & implementation skills.
