**Policy Analyst Governance**
- _Salary: $91,418 to $103,725 (Plus Superannuation)_
- _Fixed term role (12 months)_
- _Usual hours of work: Full time (flexibility may be available)_
- _Usual work location: 1 Spring Street, Melbourne (flexibility may be available)_

Reporting to the Principal Advisor Governance, the Policy Analyst Governance, is primarily responsible for planning and executing DJSIR's role to assist the Minister exercise her legislated governance obligations for the Victorian Fisheries Authority (VFA) and the Game Management Authority (GMA). The role also includes providing strategic governance advice on these entities, backed by a sound understanding of the relevant legislation, regulatory instruments, and policy frameworks.

The Policy Analyst Governance will be responsible for:

- Establishing and maintaining effective working relationships with key stakeholders across DJSIR, and other Victorian departments and agencies.
- Representing the Outdoor Recreation Unit at key forums, meetings, and events within DJSIR, government and the private sector, as required.
- Researching, investigating and assisting in the preparation of high quality analysis, submissions, briefing papers, correspondence and reports.
- Identifying trends and developments including best practice governance, regulatory and non-regulatory approaches and emerging issues.

The successful candiate should have the following skills and experience:

- Project Delivery - Strong ability to plan, contribute to and manage multiple projects concurrently, to deliver key governance functions of the Outdoor Recreation portfolio. Defines tasks to be delivered to meet agreed outcomes; coordinates and guides others in the execution of work activities; monitors progress of tasks against plans and takes corrective action when required.
- Stakeholder Management - Builds effective partnerships to effectively engage with internal and external departmental stakeholders, and business and industry stakeholders to achieve outcomes through good wirtten and verbal communication skills. Takes steps to add value for the client or stakeholder; links people with other areas as appropriate; monitors client and stakeholder satisfaction; constructively deals with stakeholder issues.
- Policy Design and Development - Considers the wider context, including governance, legislation, and regulation to inform effective drafting of briefs, cabinet submissions and reports. Interprets and applies policies relevant to own work; drafts policies and business cases using research skills and in consultation with relevant stakeholders; determines relevant data and evidence gathering approach; conducts critical analysis on data and evidences collected.
- Political and Organisational Context - Demonstrated understanding of the culture, structure, processes and operations of Government. Understands issues and pressures to which the organisation has to respond; understands the reasons behind the organisational climate and culture.

Previous experience in managing public or private entity governance issues would be favoured but is not essential and A tertiary qualification in a relevant discipline would be well regarded.
