In the role of Principal Advisor (Contracts), you will manage multiple performance-based (service) contracts with Translink's ticketing and technology suppliers, reporting directly to the Manager (Contracts). You may be directly responsible for the supervision of contract advisors/officers. You may be required to undertake financial and other data-based analysis of contracts to support the implementation of new and emerging projects within TransLink. You will assist the Manager (Contracts) and other team members to successfully manage contracts, ensuring that all parties' obligations are met through the adaptation and implementation of contract management frameworks.You will assist in the development of policies and strategies supporting the Governments key priorities in passenger transport in a changing and dynamic environment. You will lead the management of a portfolio of contracts for the ticketing and technology services in Queensland by managing the development and negotiation of contracts, modifying existing contracts and proactively monitoring and managing Translink's ticketing and technology suppliers' performance.Accountabilities include: - Contract management and legal: establishment and adherence to contemporary contract management practises. Develop clear and concise contractual documentation for complex, medium risk contracts. Risk management: provide advice of key risks at a contract level for medium complexity arrangements involving facilitating appropriate input from legal, HSE, technical and commercial specialists, and implement appropriate measures to identify risks on an on-going basis. Financial and accounting: perform financial ratio analysis with an understanding of the Total Cost of Ownership and Whole Life costing techniques. Manage reporting and payment processes with suppliers ensuring thorough analysis of claims, accurate recording of relevant data and provision of reports as required. Performance and relationship management: work closely with suppliers to develop and implement performance management regimes. Meet with suppliers to monitor and manage performance matters including resolving disputes and performance issues. Analyse a wide variety of supplier and performance related information using multiple tools and systems. Legislative, probity and ethics: demonstrate a thorough understanding of public procurement probity, ethical processes and lead by example to ensure all codes of practice (for example, ethics, probity, health and safety) are fully understood and consistently applied across the team. Internal and external environment: contribute to the strategic vision and direction of the contract management function and support the effective implementation across all areas of the business. Leadership and people management including the management of recruitment, performance, development, team communication, and ensuring a safe and diverse work environment
- Management functions including business planning, financial management, governance and other responsibilities as legislated in the Public Service Act 2008 to ensure delivery of a responsive, effective and efficient services to the community and the Government
- Other accountabilities and tasks as reasonably directed
