**The Role**

They will exercise sound decision making and judgement to provide expert legislative and policy advice in Government procurements. They will have considerable knowledge of the Procurement and Contracting function and are responsible for the development, implementation, compliance and review of policies and procedures relevant to their work within that function.

They will engage in very complex problem solving and issues management and may coordinate and perform on projects that impact on strategic, political or operational outcomes for Defence. As a secondary part of the role, the Commercial Officer will provide export controls administrative support to the FACSPO Business and Enabling teams.

**About our Team**
ACS Branch in CASG is the lead delivery agency in Defence’s Air Combat Capability Program. The Program includes existing Products (operational capabilities) and Projects (future capabilities). The APS 6 Commercial Officer is part of FACSPO’s Program Management - Enabling Services.

Responsibilities for the function include:

- Accountable to the Commercial Lead, complete work within agreed timeframes and quality requirements.
- With advice and support from relevant stakeholders, drive procurement planning, tendering, the formation of contracts and other arrangements, and contract management activities while ensuring compliance with legislation, procurement policies, processes and procedures.
- Provide clear direction during the procurement lifecycle on contracting activities, including coordination of legal and financial services.
- Draft and review complex to very complex contracting correspondence, and provide high level advice in relation to commercially sensitive reports, submissions, contract change proposals and other documents as required.
- Analyse, identify and develop mitigation strategies for risks associated with procurement and contracting activities, contract performance, and compliance with legislative and policy frameworks.
- Design and implement innovative solutions, consulting as appropriate on complex to very complex and strategic procurement contracting issues.
- Build, sustain and encourage productive working relationships with stakeholders to influence decisions and ensure alignment with broader Defence objectives.
- Provide administration support as needed to the FACSPO Business and Enabling teams with export control on-boarding and personnel administrative activities such as briefings, NDAs and Request for Access to Data Forms.

Essential Criteria:

- Current NV1 security clearance
- Able to consume ITAR controlled data and information
- Excellent analytical skills
- Strong Defence writing skills
- Resilience in a highly demanding, constantly changing work environment.
