The Strategy and Precincts Group defines and plans the needs and approach to Victorian places and communities.
The branch is responsible for working collaboratively across government and with stakeholders to develop and implement place-agnostic strategic land use projects and planning scheme amendments demonstrating cutting edge thinking, to support improved land use, housing and high-quality design outcomes.

**About the Role**
**This is a Fixed Term Position until August 2025**
The Manager is responsible for leading a team to develop and implement state-wide strategic planning policies from government strategies, action plans and commitments through the Victoria Planning Provisions. These include policies for settlement planning and for better protecting the environmental, cultural heritage, economic and social attributes of Victoria’s peri-urban, green wedge and rural areas including safeguarding natural resources for agricultural and extractive industries. The position leads and manages a small team, and advises Executive and Ministers through high quality reporting.

**Position Outcomes / Accountabilities**
- Use technical planning and policy skills and political awareness, to develop state-wide strategic land use planning policy and planning controls for implementation.
- Foster key strategic relationships with stakeholders. Design and lead complex stakeholder and community engagement strategies with key internal and external stakeholders, to ensure that projects are implemented in a collaborative and effective manner.
- Provide authoritative advice to executives and ministers on complex policy and project issues and solutions and prepare detailed reports, business cases, Cabinet submissions, Ministerial briefings, discussion papers and legislation, on time, and that demonstrate an understanding of the policy, political and legal context.
- Represent the department and the government in various forums, committees, working groups, and negotiations on statutory reform matters. Influence and negotiate with stakeholders and partners in relation to the work of the team.
- Lead and manage staff and ensure that role expectations are clearly defined, monitor performance, provide timely and constructive feedback and facilitate employee development.
**Key Selection Criteria**
Join the Department of Transport and Planning as a Manager, Strategic Land Use Planning, where you will lead initiatives that shape our region’s land use strategy. This role requires an individual who excels in ethical leadership and is adept at creating an organisational culture that promotes high performance and engagement. You will play a crucial role in formulating and communicating public policy options, developing clear narratives for policies, and ensuring alignment with strategic plans and community needs.
As a thought leader in project management, you will guide projects with an understanding of historical, political, and broader contexts, managing risks and engaging key stakeholders at senior levels. Your responsibilities will include balancing diverse needs and fostering innovative solutions to complex stakeholder issues.
**Qualifications and Experience**
**Mandatory**
- A relevant qualification in planning, environment or social sciences or a related field, is required.
- Demonstrated experience in project managing and delivering complex planning projects.
- Proven leadership skills, including demonstrated capacity to provide strategic management advice, direction and information within a fast-paced environment
- Strategic planning, public policy making and implementation experience.
- Excellent knowledge of the the Planning and Environment Act 1987, and the Victoria Planning Provisions.
**Desirable**
- Statutory planning experience.
