**About the Western Metropolitan Regional Council**
The Western Metropolitan Regional Council (WMRC) is a local government organisation with five Member Councils, two Participating Councils and several other customers drawn from commercial and Local Government sectors. It was established in 1998 to provide waste recycling, transfer, haulage, and education services. The WMRC’s mission is to minimise and efficiently manage waste for Perth’s central western communities and organisations. To do so, it provides waste facilities at the West Metro Recycling Centre in Shenton Park and a range of services from the Administration Office.

**Key Work Statement**
To advise on and deliver effective financial management and some corporate services in compliance with statutory and risk management obligations.

**Requirements and Accountabilities**

Strategic:

- Manage delivery of financial management services in the context of the WMRC Strategic Community Plan, Corporate Business Plan and Long-Term Financial Plan.
- Contribute to review and implementation of the Strategic Community Plan & Corporate Business Plan, and Long-Term Financial Plan as appropriate.
- Management and supervision
- Supervise the Finance & Customer Services Officer in processing accounts payables and receivables, banking and payroll.
- Effectively deliver financial management, and relevant training and staff development needs.
- Assist the CEO to deliver other areas of corporate services such as HR policies and procedures, records management etc as required

Finance:

- Prepare monthly and annual financial reports, and annual budgets.
- Assist the CEO in undertaking the mid-year budget review.
- Collaborate with management team in setting fees & charges.
- Compile audit information and liaise with auditors as required.
- Manage cash flow, ATO reporting, insurances, investments and accounts payable & receivable.
- Assist management team in contract management.
- Undertake financial modelling in relation to business development and asset management.
- Advise the CEO on financial risk management.

Compliance:

- Advise the CEO on matters relating to financial compliance.
- Prepare and submit financial reports
- Ensure audit findings are acted upon.

Reporting
- Report on financial matters including monthly and annual accounts.
- Attend Council and Committee meetings

Records management
- Ensure financial records management within the WMRC complies with statutory requirements and State Government guidelines.

Business development
- Assist the management team in financial planning aspects of business development and implementation.

Member Council liaison
- Liaise with Member Councils in relation to financial management matters.

Policies
- Work in accordance with all WMRC policies, Code of Conduct and Strategic Community Plan and Corporate Business Plan as varied from time to time

Safety
- Meet all safety requirements of employees as set out in the WMRC WHS Management Plan.

Legislative obligations
- Abide by the obligations detailed in the Work Health and Safety, Equal Opportunity, and Anti-Discrimination legislation; the relevant Industrial Agreement; and the Local Government Act 1995 as varied from time to time.

Performance review
- Actively participate in an annual performance review process.

Other duties
- Undertake other duties relevant to the position as directed within classification level and skill set.

Selection Criteria

Essential
- Well-developed financial and accounting skills.
- Experience in setting and managing budgets.
- Ability to manage finance operations in a team environment.
- Well-developed data management, analytical and financial evaluation skills.
- Excellent written and verbal communication skills.
- Accounting experience in Local Government or similar.
- Tertiary qualifications in finance and/or accounting.

Desirable
- Professional standing in accounting (ACA, CPA or equivalent).
- Experience in supervising and directing the work of a finance team.
