**Position Objective**
This position provides contract support, administrative and procurement services that assist the Division to meet client needs and corporate objectives, including developing contract and tender documentation, managing routine, low risk contracts and other contract development and contract management projects. Co-ordinates procurement of the information communication technology (ICT), goods and services, via the Service Manager (SM9) system and provides a centre of expertise for purchasing issues where required.
**Role of Work Unit**
The Strategic Procurement and Contracts Division is responsible for strategic and operational support for the planning, forming and management of contracts with, or grants to, external service providers who provide goods or services in the pursuit of this Department's objectives. The Division manages all aspects of the relationship with clients including the development of appropriate operational policies, the provision of expert advice on procurement, contract management and quality assurance requirements, the allocation of contracts and grants, and monitoring of contract performance against outcomes. The Division is responsible for the collection and entry of data to support compliance with statutory and other reporting requirements.
**KEY RESPONSIBILITIES**
**Contract Support (50%)**
- Provides contract support that contributes to the ongoing management and/or development of contracts.
- Develops and manages routine low risk contracts.
- Liaises with clients and suppliers in relation to routine contract matters.
- Prepares routine contract documents and provides assistance in the preparation of documents for more complex higher risk contracts.
- Maintains contract information and assists with other data maintenance.
**Administrative Support (45%)**
- Provides administrative support to the Division and in the preparation of correspondence, reports and spreadsheets
- Prepares, verifies and processes invoices for payment in accordance with the requirements of the _Financial Management Act 2006_ and Treasurer’s Instructions
- Assists in providing high level customer service, by ensuring all incoming enquiries and service calls are received and responded to in a professional and timely manner.
- Assists in the development of training and delivers education and training in relation to procurement.
- Undertakes research as directed, including collating, analysing and evaluating procurement related trends and issues to identify inhibiting factors and to develop feasible options for consideration and further action.
- Operates and maintains a centralised procurement system, ensures fair and equitable purchasing practices are undertaken and are compliant with government policy requirements.
- Manages the ICT SM9 Service calls.
- Monitors process performance of ICT service calls, requisitions/purchase orders to ensure they are processed within established policies and timeframes.
- Provides for a centre of expertise to advise personnel with regards to procurement related matters, policies and procedures.
**Other (5%)**
- Understands and complies with information security policies and procedures to ensure information holdings/systems are kept confidential and utilised accurately and reliably.
- Demonstrates and advocates a high level of ethics and integrity in accordance with the Agency’s professional standards and Code of Conduct including reporting wrongdoing.
