**About the role**:
As the successful applicant, you will be reporting to the Manager, Business and Finance Support, Operational Infrastructure Department.
Working in collaboration with a broad range of stakeholders, you will have excellent communications skills, both written and verbal. Your experience in financial analysis will support and inform the Operational Infrastructure Senior Leadership Team around budget management, financial management and governance, financial advice to stakeholders, and financial performance reporting. You will also be working closely with an operational Division within the Operational Infrastructure Department and responsible for working with a range of Divisional stakeholders to support their Divisional action plan and strategy of safely equipping Victoria Police.

**Your duties will include**:

- Annual budget planning - plan, build, discuss, review, maintain and reconcile Divisional budget. Facilitate annual funding carryover requests process.
- Ongoing budget management - phasing portfolio-level budgets by month to reflect Divisional business plan. Budget reconciliations and transfers within the Department and between other Departments, Regions and Commands of Victoria Police. Providing assistance with incremental funding requests.
- Funding validation - confirmation of funding for procurement activity including purchases and contract extensions and variations.
- Financial performance reporting and forecasting financial year-end position of the Department against the budget, providing analytical commentary on the year-to-date and forecasted year-end position.
- Proactive investigation and interpretation of variances to budget and forecast including developing recommendations on mitigation and providing advice to stakeholders and senior management.
- Ensuring compliance with payment and purchasing policy requirements, enabling correct booking practices across the Department, overseeing processing of journals and expenditure recoups for accuracy and integrity.
- Year-end financial governance - assisting with annual financial compliance attestation activities, year-end accruals, annual PAIR stocktake verification, annual review of Financial Delegations schedules and limits of authority.
- Management of the Departments' financial and reporting structures including effective set up of work centres and project codes.

**As the successful applicant, you will have**:

- Demonstrated experience as a finance officer or financial analyst.
- Expertise in leading and providing financial and budget management services, financial reporting and analysis.
- Knowledge of governance and administrative arrangements associated with general government processes.
- Highly developed conceptual, analytical and communication skills

**Requirements and relevant information**:

- One (1) x full-time, ongoing position available.
- A tertiary qualification in a relevant field such as commerce, finance, accounting or economics is highly desired.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
