Our client is the **Defence Finance Group (DFG).** With a growing team of over 600 people spread across Australia, with significant offices in Canberra, Melbourne and Sydney, DFG is the largest finance function in the Commonwealth. DFG have been undertaking an expansive reform journey to ensure they are a trusted and professional business partner, delivering financial insight to inform decision-making across Defence.

DFG is currently preparing for the implementation of the **Defence Enterprise Resource Planning (ERP) Program; **the biggest Defence transformation since 1970. The ERP Program is introducing the latest SAP solution and will change the way Defence does business by eliminating complicated and unnecessary structures, processes, systems and tools. Processes across all Groups and Services will be standardised, simplified, and aligned within this integrated system, providing a single, trusted source of accurate, near real-time information.

**The Opportunity**:
The newly created position of the EL2 Program Lead is a **pivotal leadership role** situated within DFG’s Financial Change and Integration Branch. You will be a key player in ensuring that DFG is ready when the ERP solution goes live (currently planned for Quarter 4, 2023).

This is a **rare opportunity** to drive a high profile, innovative and impactful transformation program within government. Influencing department-wide change and leading a reform program of this scale will take your APS career to the next level. You’ll report to a high performing Assistant Secretary and have regular contact with the CFO.

If you are currently a permanent APS staff member, you can be engaged on a **permanent s26 transfer.** Otherwise, you can be engaged on a **2-year non-ongoing contract with view to permanency**.

**The Role**:
As the **EL2 ERP Program Lead** your primary role will be to provide leadership and strategic direction to ensure DFG is ready when the ERP solution goes live. You will be critical in connecting DFG to the ERP Program by building relationships between a network of key stakeholder groups and forming shared agendas to work towards the go-live date.

To achieve the above objective, you will perform the following duties:

- Facilitate a forum of ten EL2 Directors within DFG to ensure they are coordinated in their preparation for the go-live date.
- Define structured governance arrangements and improve information sharing between stakeholder groups including the EL2 forum, SES staff, the CFO and DFG’s key business readiness delivery partner (KPMG).
- Develop, implement and proactively monitor DFG ERP readiness activities, integrated plans, dependencies and risks, and reporting/briefing on program status to the CFO, senior executive committees and governance forums.
- In conjunction with the Defence ERP Program, develop change management strategies and provide clear direction to manage performance and meet program delivery, schedules and milestones.
- Analyse and implement program management options that achieve optimal use of Defence assets.
- Plan and manage allocated resources, setting program priorities, workflows, work area strategies and evaluating business outcomes.
- Engage, negotiate and sustain working relationships on highly complex issues to understand and influence DFG requirements within the ERP Program.
- Represent DFG at departmental meetings and act as the “APS voice” for the ERP Program.

**The Ideal Person**:
To be successful in this role, you will have proven experience leading a government department or agency through a **complex program reform, transformation or implementation process.**

You’ll have the following capabilities/skills:

- Superior interpersonal skills to build relationships between key stakeholder groups.
- Ability to exercise judgement and actively listen to stakeholders to inform decision making.
- Knowledge of program management methodologies and best practices.
- Excellent coordination, organisation and liaison skills with experience implementing strong governance structures to set programs up for success.
- A proactive mindset and strong influencing skills to bring APS staff and senior executives together for a common goal.
- Ability to operate with independence and autonomy to perform an important leadership role.

**Salary / Rate**:

- **$125,622**- **$150,785 + 15.4% super** (IFA can be considered).
- If you are currently a permanent APS staff member, you can be engaged on a permanent s26 transfer. Otherwise, you can be engaged on a 2-year non-ongoing contract with view to permanency.
