**Regulatory Officer**:

**Primary purpose of the role**

The Regulatory Officer at the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is responsible for ensuring effective and efficient regulatory system through internal and external functions. Internally, the role places an emphasis on enhancing our quality and digital regulatory systems. Externally, the role is involved in supporting inspections or assessments in the areas of holistic safety and nuclear and radiation safety regulations.
- As part of a supportive multi-disciplinary team, you will be responsible for ensuring an effective and efficient regulatory system through internal and external functions. Internally, the role places an emphasis on enhancing our quality and digital regulatory systems. Externally, the role is involved in supporting inspections or assessments in the areas of holistic safety and nuclear and radiation safety regulations. The role is complex in nature requiring effective analytical skills and taking account of a wide range of data and information. Your work will be used to focus regulatory resources where most needed and drive continuous improvement. You will be expected to make sound decisions under limited guidance. You will undertake internal and external training to support your function leading to your appointment as an ARPANSA Inspector.

The key duties of the position include:
**Key accountabilities**

Support the management and development of the regulatory components of ARPANSA’s management system, including the Regulatory Administration Database System (a database of regulatory information and business intelligence system). You will conduct and report on internal conformance to the management system and participate in the general quality review service of regulatory assessments and reports.
- The identification of safety trends and issues by analysing recorded regulatory data and information obtained from ARPANSA’s regulatory oversight program. You will work with ARPANSA assessors and inspectors to identify priority issues for evidence-based inspection and advise on the best strategies and approaches for such inspections.
- Conduct Inspections and assessment of controlled activities and facilities, providing specialist support for ARPANSA’s holistic approach to safety, particularly in the areas of human and organisational factors. These inspections and assessments will be undertaken to evaluate compliance to the ARPANS Act and regulations and conditions of licence, and conformance with best practice in radiation protection, nuclear safety and safety science.
- Provision of general support to the Safety Systems section and ARPANSA as needed. Whilst not exclusive, this support may regard internal performance reporting, administration of the Australian Radiation Incident Register, secretariat of the Nuclear Safety Committee and licence administration.

Eligibility
- Ability to analyse data and research to provide accurate and specialist advice.
- Excellent written and verbal communication skills, including the ability to evaluate reports and technical information with a high attention to detail.
- Strong problem-solving and decision-making abilities, with an understanding of technical, organisational, and human factors aspects of safety (holistic safety).
- The ability to contribute to the development of short-term tasks and strategic planning within a multidisciplinary team.
- You will travel to represent ARPANSA nationally and occasionally internationally in connection with your duties.

**Selection criteria**

- Experience in conducting audits/inspections/assessments against quality, safety, or legislative requirements.
- Excellent communication skills, both written and verbal, with the ability to prepare comprehensive reports and communicate technical information effectively to a range of stakeholders. This may include the evaluation and editing of such documents for quality assurance.
- The ability to manage, maintain and develop quality management systems and/or regulatory systems. This may include proficiency in dealing with digital systems databases and other software to ensure regulatory requirements and quality management principles are applied.
- Analytical and problem-solving skills to evaluate complex problems and provide data-driven insights for the purpose of performance review and continuous improvement in safety and effectiveness, including human and organisation performance.
- A proven track record of collaborating with internal and external stakeholders to reach successful outcomes. This could include collaboration to ensure effective implementation of regulatory or quality requirements.
