**Housing & Living Supports Team**

The Housing & Living Supports Team is a new function being established to strengthen the

regulation of home and living supports and improve outcomes for participants, ensuring

they are supported to have choice over where, how and with whom they live. The Team will

undertake a program of work focusing on participants that receive 24/7 living supports in

shared accommodation settings. Initially, the Team will identify Specialist Disability

Accommodation (SDA) and Supported Independent Living (SIL) arrangements under current

legislation, and will build regulatory insight to inform the roll out of the separation of

Housing and Living Supports.

The Assistant Director will support the Director to lead a team of approximately 35 staff.

**Key responsibilities for the role during this period include**:

- Lead and oversight compliance approaches and investigations inquiries/matters into

disability service providers, disability support workers and their response to issues of
safety, well-being and quality of support services for people with a disability.
Compliance and investigations work will be undertaken in accordance with the
- National Disability Insurance Scheme Act 2013 (Cth)_, Rules, the Commissioner’s policies
and procedures, the _Regulatory Powers (Standard Provisions) Act 2014_ (Regulatory
Powers Act) and relevant Commonwealth legislative requirements.

- Supervisor and mentor Regulatory Compliance Officers and investigators in their daily

work tasks, including, planning and monitoring the work processes for a small team,
direct and coordinate activities, and set performance indicators.
- Conduct compliance monitoring and investigative activities, through execution of

operational activities, as well as compliance and enforcement actions.
- Liaise with other government agencies, share information, produce briefing papers

including recommendations to address quality and safeguarding risks.
- Conduct quality assessments on briefings, administrative decisions and use of statutory

powers prepared by other staff.
- Engage across the full range of the NDIS Commission’s functions, identifying and

fostering opportunities to deploy cross-functional strategies to address compliance
issues.
- Where systemic issues are identified, work locally with groups of providers to promote

quality improvement strategies, and across the organisation to develop education and
other materials to improve compliance.
- Undertake research and analysis to develop compliance and investigations responses

that are risk-based and proportionate to the type of alleged or suspected non
- compliance and breaches.
- Contribute to and participate in compliance promotion and education campaigns to

inform and educate providers, participants and the public about the Commission’s
functions and the requirements of relevant legislation and rules.
- Work collaboratively with Legal Officers and other advisers in the development of

compliance and investigative responses and briefs of evidence
- Oversee compliance and investigations processes that encourage and maintain

standards of independence and professionalism.
- Work collaboratively with other agencies or authorities and where appropriate refer

matters to them under the relevant jurisdictional law.
- Execute delegations with due consideration for good administrative decision making,

legislative obligations and Commission policies.
- Other duties as required.
- Regular travel may be required, sometimes at short notice.

- Well-developed leadership skills to nurture and support regulatory compliance officers

and investigators and develop excellent working relationships with a variety of
stakeholder groups.
- Well-developed compliance and investigation skills including the ability to identify

likely breaches, and gather, analyse and present evidence.
- Comprehensive understanding of contemporary compliance and investigations

processes, practices, and experience in leading compliance monitoring and reviews.
- Highly developed written and oral communication skills including the capacity to

produce quality briefs, reports, and correspondence of a complex nature.
