**About the branch**
The ACIC Intelligence Operations Operating Model is founded around 4 core capability pillars—coercive examinations, technical intelligence capability, human intelligence capability and data analytics capability. These core capabilities are interconnected and inform one another to derive maximum strategic insights to inform disruption strategies and opportunities.

Collection Operations Branch develops, delivers and manages covert technical collection capabilities within the ACIC. The branch performs specialist covert collection functions, supports and develops new technical collection capabilities, exploits raw data to generate intelligence insights, and collaborates heavily with Commonwealth and international partners on new and emerging capabilities. We provide solutions to address the ACIC’s covert technical collection gaps to support operational and intelligence outcomes.

Collection Operations leads a large and diverse branch oversighting a number of specialist covert intelligence/collection and counterintelligence ACIC programs including human intelligence, technical and physical surveillance. Collection Operations branch works collaboratively with internal investigations and operational teams and external partners to collect criminal intelligence through covert and sensitive means.

**About the role**
The Deputy Registrar Covert HUMINT is responsible for the ACIC’s coordination, policy setting and operational practice of the ACIC’s human intelligence (HUMINT) capability and associated operational assurance. This role ensures there is a common operating practice throughout the ACIC and that operational HUMINT activities are conducted with proper and sound governance, risk management and compliance. This role supports Director, Covert HUMINT in delivering the Covert HUMINT team’s priority bodies of work, including supporting engagement with oversight bodies.

Maintaining contemporary knowledge of human source and undercover tradecraft, they will contribute to the development of human source policy and procedures, identify training or skill gaps and support internal training courses which are aligned to best practice. The Deputy Registrar will leverage their professional networks and relationships with partner agencies to identify, coordinate or facilitate internal and external professional development opportunities which enhance the ACIC Human Intelligence Capabilities.
- Provides strategic and risk management advice with a focus on effective tradecraft and documentation to mitigate risk.
- Supports executive operational committees to consider operational proposals.
- Works with key stakeholders to translate trends and best practice into operational practice.
- Engages with partner agencies to identify opportunities for collaboration by developing and harnessing productive working relationships
- Develops and maintains practice standards, and contributes to policy development for Human Source and Undercover contexts.
- Works collaboratively with internal teams to provide best practice advice and guidance for HUMINT operations

**Desirable experience**
- Demonstrated experience as a human source handler or case manager within law enforcement or a comparable role in an intelligence, national security or defence agency and successful completion of advanced HUMINT training at a law enforcement or intelligence agency.
