What does the business unit do?
The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.
Data, Digital and Insights (DDI) focuses on meeting the departments data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes. The specialist groups within DDI consist of Technology Solutions and Evidence and Insights.
Technology Solutions explores and employs modern technology to enable the department's business to function via the use of modern, appropriate platforms, products and services.
Evidence and Insights is responsible for providing end-to-end evidence-based policy support to the Department of Justice and Community Safety, and the reporting of data and research to the Victorian public through the Crime Statistics Agency and the National Coronial Information System.

What will the role do?
A Manager, Investment Analytics is sought to lead a team dedicated to providing analytic support for the development and monitoring of new policies and programs across the department, with a focus on the impacts of interventions designed to prevent future contact with the justice system. The Investment Analytics team will be required to collaborate closely across the department to develop a strong understanding of new policy initiatives and programs, in order to establish mechanisms to measure and report regularly on program outcomes.
The Manager will lead the conceptual development of reusable statistical modelling approaches, methodologies and tools to develop evidence on system demand, potential intervention points and on the likely impacts and return on investment of proposed initiatives. The team will access and use a vast range of linked administrative data sources to support this work.
This role will require the development of strong partnerships with policy development and implementation areas across the department, and the ability to identify, interpret and translate complex statistical analyses to ensure they are understood, relevant and usable by policymakers.

What skills should a Manager, Investment Analytics have?
- Knowledge of modelling and forecasting, data science, analytics, and/or economic analysis approaches.
- Experience in leading work programs comprising quantitative research, data visualisation, statistical modelling and/or forecasting.
- Understanding of policy development approaches and processes and/or the criminal justice system is desirable.
- Experience in leading research, inferential statistical analysis, data visualisation, statistical modelling, and forecasting.
- Experience in the interpretation, presentation, and communication of quantitative and qualitative data, including the ability to turn data and analysis into policy-relevant insights.
- Ability to prepare written briefings on complex issues and in the production of research papers to a peer-review publication standard is highly desirable.
- Understanding of policy development approaches and processes and/or the criminal justice system is desirable.
- A tertiary qualification and/or experience in statistics, criminology, economics, data analytics, data science social science or a related field with a major focus on quantitative research methods or data analysis is highly desirable.
