About Us:
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.

The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.

Purpose of the Role:
Responsibilities:
QFR is responsible for ensuring the capacity of operational staff to respond in emergent situations as legislated in the Fire Services Act 1990. Which includes but is not limited to:
  1. Protect and serve the community by responding to fires and other emergencies in a professional and timely manner to minimise loss to life, property and the environment.
  2. Improve the safety and emergency preparedness of the community by contributing to fire prevention and community education activities.
Mandatory Requirements:
Applicants wishing to be appointed to a position at the rank of Inspector must provide evidence of or successfully completed the following:
  1. Hold a current valid Blue Card (from Blue Card Services);
  2. Manual Medium Rigid (MRV) driver's licence as recognised by the Department of Transport and Main Roads;
QFD Applicants:
  1. Have successfully completed all the requirements for Station Officer Level 3 qualifications (or equivalent) within the Queensland Fire and Rescue and maintained the operational competencies appropriate to the rank.
  2. Currently hold the rank of Queensland Fire and Rescue Station Officer Level 3 or above.
External Applicants:
  1. External applicants must have professional firefighting experience, incident control expertise and fire prevention expertise and be able to demonstrate their ability to meet the requirements of the rank.
  2. Consideration of external applications will be at the discretion of the Commissioner QFD.
Highly Desirable Requirements:
  1. Post graduate qualifications relevant to the role and senior officer rank, while not mandatory will be highly regarded.
Your Key Accountabilities:
Operations Management:
  1. Respond to large-scale urban and vegetation fires and other emergency incidents: take charge and direct operations in accordance with Command, Leadership and Management (CLM) principles and QFD legislative requires, including operations management standards, policies, techniques, tactics and procedures.
  2. Undertake core member training in accordance with the Queensland Disaster Management Training Framework and have a comprehensive knowledge of the Queensland Disaster Management Act 2003.
  3. Represent the QFD at multi-agency events, provide tactical and operational emergency management of the impacts on the community (including to the Local Disaster Management Group, where appropriate) and have authority for the deployment of their resources at the incident.
  4. Undertake Room Manager's duties in the State Fire Control Centre as required.
  5. Undertake Regional Coordinators duties in managing a Regional Fire Control Centre as required.
  6. Represent the QFD in the QPS Major Incident Room (MIR) and on Multi-agency Threat Assessment Teams (MTAT) as required.
  7. Implement strategies and tactics to enhance operational service delivery in accordance with the QFD Strategic Plan.
  8. Represent the QFD at multi-agency incidents to provide technical advice related to core QFD operational functions.
  9. Undertake operational duties that are within the five roles of the Operations' Management function as described in the QFD Functional Management business model, being:
    1. Research and Information;
    2. Risk Reduction;
    3. Readiness;
    4. Response;
    5. Recovery.
  10. Provide leadership and management support to all QFD staff to drive the pursuit of Workplace Health and Safety (WHS) performance excellence, facilitating the growth of a WHS culture.
  11. Comply with responsibilities of WHS legislation and the Code of Conduct for the Queensland Public Service.
  12. An operational appointee to this position will be required to be 'on-call' to respond to emergency incidents in accordance with Queensland Fire and Emergency Service Certified Agreement 2022.Part 6 Clause 86/90 – On-call arrangements and non-standard hours of work.
Community Safety Operations:
  1. Contribute to Community Safety Operations standards, which may consist of policy, techniques, tactics and procedures; and provide expert advice.
  2. Coordinate services to enhance Community Safety Operations capability through the development and implementation of community safety programs.
  3. Support regions in implementing Community Safety Operations and undertaking major infrastructure projects.
  4. If appointed to a position in Community Safety Operations at this rank, contribute to the management of tactical, operational and technical functions to effectively and efficiently deliver all community safety and community education programs.
  5. Provide leadership and management support to all QFD staff to drive the pursuit of WHS performance excellence, facilitating the growth of a WHS culture.
  6. Comply with responsibilities of WHS legislation and the Code of Conduct for the Queensland Public Service.
Professional Development:
  1. Contribute to the development of training standards and business rules that are consistent with, and support, Operations Management and Community Safety Operations.
  2. Contribute to the planning and preparation for when, why, what and how Professional Development standards are to be implemented, resources required, and coach regions.
  3. Coordinate the implementation of programs to provide for workforce capability, capacity and performance.
  4. If appointed to the position in Professional Development at this rank, contribute to the management of tactical, operational and technical functions to effectively deliver all skills acquisition, skill maintenance and professional development programs.
  5. Provide leadership and management support to all QFD staff to drive the pursuit of WHS performance excellence, facilitating the growth of a WHS culture.
  6. Comply with responsibilities of WHS legislation and the Code of Conduct for the Queensland Public Service.
Operations Business Management:
  1. Coordinate state, regional or command operations and ensure the effective delivery of services through the best utilisation of the human, financial and capital resources of the operational command or unit.
  2. Prepare correspondence, memorandums and briefings including confidential and sensitive matters such as Ministerial Briefings, Questions on Notice and Possible Parliamentary Questions.
  3. Implement best practice strategies, directions and objectives for enhancing services to the community and monitoring outcomes against performance targets.
  4. Manage communication within the workplace (including Knowledge Management) and liaison between other QFD regions and units, other emergency services providers, government and non-government agencies, the media and the community.
  5. Facilitate organisational change initiatives including consultation processes with all staff to achieve the vision, goals and strategies of the QFD.
  6. Contribute to business enhancement initiatives to assist in the effectiveness of regional or command operations and/or services.
  7. Contribute to the development, implementation and evaluation of operational plans, policies and procedures to ensure the effective management of proactive fire service delivery.
  8. Manage human resource functions in accordance with the HR delegations, including developing staff to their full potential, monitoring staff performance (including absenteeism management) and providing feedback.
  9. Provide leadership and management support to all QFD staff to drive the pursuit of WHS performance excellence, facilitating the growth of a WHS culture.
  10. Comply with responsibilities of WHS legislation and the Code of Conduct for the Queensland Public Service.
  11. Promote and market the QFD profile and involvement in the community.
  12. Be an integral part of the state or regional Senior Management Team, and assist and promote a teamwork approach.
  13. Coordinate communication within the workplace and liaison between other QFD regions and State Office.
  14. Ensure all legislative, policy and procedural requirements appropriate to the position are applied.
  15. If appointed to the position in Operations Business Management at this rank, contribute to the management of tactical, operational and technical functions to effectively and efficiently deliver business services to the state unit / region.
