The Ethical Standards Group has both strategic and operational functions with the corporate purpose of contributing to protecting vulnerable Queenslanders from corrupt conduct and misconduct by promoting an ethical and transparent departmental culture.
The Ethical Standards Group fulfils its purpose by executing core objectives pertaining to the investigative management and devolution of conduct matters and by reporting externally within the Queensland Integrity Framework.
The Ethical Standards Group seeks to employ investigators with integrity, moral standards and ethical values and who demonstrate commitment to the workplace, proactivity as well as initiative.
The role of the Senior Investigator is to provide practical advice to address ethical issues that arise; assess and arrange/conduct investigations of alleged misconduct/corrupt conduct; liaise with the CCC and other investigative organizations; and promote awareness of ethical conduct.
The Senior Investigator needs to communicate effectively orally and in writing with complainants, subject officers, witnesses, and senior executive decision makers.
Key Responsibilities
As a Senior Investigator, you will specifically:
- Conduct high level, complex investigations, preliminary inquiries, documenting decision-making as required under the Crime and Corruption Act 2001, the Public Interest Disclosure Act 2010 as well as allegations that fall within the scope of the Public Service Commission's (PSC) Conduct and Performance Excellence (CaPE) framework, using established interviewing techniques.
- Provide advice, support and guidance to internal stakeholders on corruption prevention strategies and incidents involving corrupt conduct and conduct categorised within the CaPE framework, thereby enhancing the organisation's capacity to deal more effectively with such issues.
- Effectively manage public interest disclosures submitted under the Public Interest Disclosure Act 2010 in accordance with legislation, standards and departmental policies and procedures.
- Engage effectively with internal stakeholders across the organisation to develop an integrative approach to case management and ensure a constant exchange of information and intelligence to ensure timely resolution. Identify issues under the Human Rights Act 2019 and manage in accordance with legislation, standards, departmental policies and procedures.
- Effectively monitor matters being dealt with by operational areas to ensure timely resolution.
- Establish and maintain liaison with the Crime and Corruption Commission and other external law enforcement bodies and monitoring agencies.
- Actively maintain Ethical Standards Group's records, investigative workflow within established case management systems.
- Organize, prioritize and investigate multiple referrals, as part of a caseload, with overlapping deadlines and client-imposed priorities.
- Raise awareness of ethical conduct through education and prevention initiatives, promoting ethics awareness throughout the department, and other learning and communication strategies.
