About the role
The Program Manager provides strategic leadership and direction for the successful delivery of multiple ICT projects within the PMO. The role oversees and supports planning, execution, and closure of programs, ensuring alignment with organisational objectives and compliance with governance frameworks. The Program Manager will drive the achievement of program milestones, manage program-level risks and resources, and facilitate effective stakeholder engagement across all levels. This role is critical in realising the transformation objectives of the Department and maintaining high standards of project delivery and management.

Key Responsibilities

Lead and contribute to leading of the planning, coordination, and management of a portfolio of ICT projects in line with PMO and departmental strategies.

Develop and maintain comprehensive program plans, schedules, and budgets to ensure timely and cost-effective program delivery.

Oversee program progress, monitor interdependencies, and ensure that individual projects are on track to meet collective program outcomes.

Identify, assess, and manage program-level risks and issues, implementing mitigation strategies as required.

Facilitate effective communication and collaboration among project managers, technical leads, business stakeholders, and senior executive sponsors.

Prepare and present high-quality program documentation, reports, and briefings for stakeholders and governance bodies.

Champion continuous improvement and promote best practices in program and project management.

Provide coaching, mentoring, and leadership to project managers and team members to foster a high-performance culture.

Manage resource allocation across projects and ensure that program objectives align with organisational priorities.

About You

Maintain or have the ability to upgrade to Negative Vetting 2 Security Clearance.

Extensive experience in program management, preferably in application/cloud environments, mid to large-scale ICT, government environments.

Demonstrated ability to oversee multiple projects and deliver successful program outcomes on time and within budget.

Strong understanding of project and program governance, delivery, risk management, and assurance frameworks (e.g. PMBOK, Gateway Review).

Excellent communication, leadership, and stakeholder management skills, with the ability to engage effectively across all organisational levels.

Proven analytical, problem-solving, and decision-making abilities.

Experience with project management methodologies such as Agile, PRINCE2, or equivalent.

Must have relevant qualifications in program management, project management, business, or a related field - industry certifications such as MSP, PMP, PgMP, Agile.
