The Human Quality Framework (HSQF) is a quality and safeguarding framework made up of a set of quality standards, an assessment process and a continuous improvement framework which assesses and improves the quality and safety of Queensland Government funded non-government human services for vulnerable Queenslanders.

The Principal Program Officer supports the Manager and Director in delivering current initiatives by undertaking program design, planning, analysis, implementation, and reporting, and/or contract administration activities.

As The Principal Program Officer, You Will

  • Together with the other members of the team, monitor the compliance of funded organisations against HSQF quality and safeguarding requirements, including the development and maintenance of resources and practices to facilitate this.
  • Develop and review resources and tools to assist organisations to meet and comply with HSQF quality and safeguarding requirements.
  • Lead high level liaison, consultation and negotiation with non-government organisations; JAS-ANZ; independent certification bodies; Queensland Government program and contract management teams, specialist business units and safeguarding programs; and peak bodies regarding HSQF work.
  • Provide high level advice on legislation and policies relevant to the HSQF and the team\'s functions.
  • Prepare complex written materials to a high standard that support advice to government, including correspondence, briefing material and reports, and lead the development, review and updating of HSQF resources for website publication.
  • Undertake analysis, compilation and presentation of data in relation to the HSQF including its scope and outcomes.
  • Provide high level strategic and operational advice to the manager regarding the implementation and improvement of HSQF to meet its quality and safeguarding functions.
  • As a senior member of the team, lead and complete tasks allocated by the manager to support delivery of the team\'s work program, which will include complex projects to plan, develop and deliver new products.
  • Actively participate in establishing and maintaining positive working relationships with stakeholders within and across government and broader human services networks.
  • Contribute to a professional environment through personal commitment to, ethical behaviour, staff wellbeing, skills development, professional growth and continuous improvement.
  • Model and exercise leadership to contribute to a positive work culture aligned to the public sector values; and provide coaching / mentoring to less experienced members of the team.
