About the role
The Contracts & Procurement Officer within the PMO (Project Management Office) at the City of Canada Bay is a senior role responsible for developing, managing, and overseeing risk, procurement, and contracting frameworks for capital projects and programs across City Assets and Council.
This role ensures the successful delivery of projects by aligning frameworks with broader Council requirements and maintaining efficient, compliant practices.
Key Responsibilities:
- Oversee end-to-end procurement processes, from needs identification to contract award and management.
- Develop and implement procurement strategies to optimise value, quality, and efficiency.
- Prepare and evaluate tender documents, RFPs, and invitations to tender.
- Conduct market research and evaluate suppliers to ensure competitive bidding.
- Negotiate contracts and terms with suppliers for favourable outcomes.
- Monitor contract performance and compliance, addressing issues proactively.
- Collaborate with internal stakeholders to understand requirements and advise on procurement matters.
- Maintain accurate procurement records, ensuring legislative and organisational compliance.
- Stay informed about relevant legislation, regulations, and best practices.
About the person
To succeed, candidates should have:
- Tertiary qualifications in project management, finance, accounting, or procurement-related disciplines.
- Proven experience in contracts and procurement, preferably in the public sector.
- Strong knowledge of procurement principles, practices, and regulations.
- Excellent analytical and negotiation skills.
- Proficiency with procurement software and tools.
- Effective communication and interpersonal skills.
- Attention to detail and ability to manage multiple priorities.
- Relevant professional certifications (e.g., CIPS, CPSM) are advantageous.
