Due to continued growth and the expansion of our mandate, we are now seeking to appoint a Head of Procurement to our team.

Location: Sydney or Canberra

Role Type: Full-time, Permanent

Reporting to the General Counsel, the Head of Procurement is responsible for leading, developing, and managing EFA's procurement function. This role ensures compliance with Commonwealth procurement legislative requirements and policies, drives value for money as well as developing strategic procurement initiatives to support EFA's objectives. The position requires strong leadership, strategic thinking, and expertise in Commonwealth procurement policies and best practices.

In This Role You will:

  • Develop and implement a comprehensive procurement framework aligned with Commonwealth legislative requirements and policies.
  • Provide professional procurement advice and support for complex and high-risk procurements and contract management issues.
  • Oversee procurement planning, ensuring efficiency, transparency and value for money.
  • Implement assurance mechanisms to assure senior stakeholders of EFA's compliance with Commonwealth procurement legislative requirements, policies and panel rules.
  • Lead, mentor, and develop the procurement team, ensuring high performance and professionalism at all times.
  • Uplift procurement capability across EFA and raise awareness of procurement practices and processes.
  • Foster a culture of continuous improvement and best practice within the procurement function.

ABOUT YOU

  • You will have a relevant tertiary qualification e.g. Bachelor's degree.
  • The successful candidate will have extensive (at least 15 years') experience in procurement mostly within the Commonwealth Government sector.
  • You will have in-depth knowledge of Commonwealth legislative procurement requirements, policies and procedures (e.g. the Commonwealth Procurement Rules).
  • You will have strong leadership and managerial skills with experience in leading a procurement team.
  • You will have extensive experience in complex, high-risk contract development and/or management.
  • You will have demonstrated extensive conceptual, analytical and strategic problem-solving skills with the ability to lead the development and management of procurement policy.
  • You will have excellent high-level written and verbal communications and experience in negotiation, with the ability to effectively communicate at the most senior levels in public and/or private sectors.
