Working arrangements: The contractor will work from the specified office location for a minimum of 6 weeks before WFH will be considered. Any WFH will require the contractor to work in the specified office location a minimum of 3 days per week.

Length of contract: Until 30 June 2026

Contract extensions: 2 x 12 months

Security clearance: Must be able to obtain Baseline

Rates: $140 - $160 per hour (inc. super)

The services required will enable the agency to supplement its existing ICT and digital workforce to ensure a high quality of technology and digital development for the Buyer with the flexibility to ramp resourcing up and down as needs require. Engaging a flexible ICT workforce will enable the Buyer to augment its requirements for the major work programs being undertaken.

Responsibilities / What you will do

Solution Architect responsibilities include: providing technical leadership in the design and implementation of systems and software to solve business problems, leading and delivering complex application development projects, and delivering end-to-end solution design with alignment to the agency's strategic objectives. The Architect will design and deliver new functional solutions and provide ongoing operational support for ICT solutions, ensuring adherence to time, budget, and scope.

The Architect will:

  • Set the overall vision, strategy, architecture, and roadmap for enterprise-wide solutions; be accountable for end-to-end solution design.
  • Evaluate customer requirements and map them to business processes, functional and solution architecture, and ensure proper implementation.
  • Operate with a significant degree of independence and autonomy; drive innovation, manage change, and contribute to the agency's strategic direction.
  • Develop, describe, present and influence outcomes across various forums.
  • Highlight proficiency in architecting fields (e.g., cloud platforms such as AWS, Azure, or Google Cloud; microservices; data; SAP; enterprise integration) and related tools for architecture artefacts (e.g., Hadoop, Spark, Kafka, Data warehouse; PowerPoint, Visio, DrawIO).
  • Identify end-to-end solution options, gaps, and options for closure; architect the end-to-end landscape to support business processes and ICT requirements; coordinate across software and service components.
  • Lead end-to-end solution analysis, design, integration, architecture, co-existence and migration; ensure alignment with business processes and delivery outcomes.
  • Act as single point of contact to orchestrate multiple parties on large/complex projects from an architecture/technical perspective; drive innovation and continuous improvement; manage change.
  • Collaborate with internal and external stakeholders and resolve complex technical issues; develop and present outcomes to stakeholders across multiple forums.
Knowledge / Qualifications
  • Formal TOGAF Certification - optional
  • Strong knowledge of frameworks, legislation, policies, procedures and information management requirements relevant to the nominated domain
  • Strong communication and negotiation skills; professional presentation skills
  • Substantial experience in architecture design, especially in large-scale government projects
  • Proficiency in technologies, frameworks and tools; ability to translate complex requirements into scalable solutions
  • Data governance and privacy policies; ensure architectural decisions align with statutory requirements
  • Ability to articulate technical concepts clearly and facilitate consensus on architectural strategies
  • Understanding of architecture principles, enterprise technologies, and ability to develop architecture documentation (HLA, patterns, architecture option papers, architecture principles and practices, DevOps)
Essential Criteria
  1. Business process improvement: Level 6 (SFIA) — Plans and leads strategic, large and complex business processes improvement activities; develops policies, standards, and guidelines; leads adoption of methodologies and tools; develops organisational capabilities for business process improvement.
  2. Consultancy: Level 6 (SFIA) — Manages consultancy services or a team; provides advice and guidance; maintains client relationships and manages contracts.
  3. Emerging technology monitoring: Level 5 (SFIA) — Monitors external environment for emerging technologies; produces reports and roadmaps.
  4. Enterprise and business architecture: Level 5 (SFIA) — Develops models/plans to drive business strategy; specifies effective business processes and systems capability strategy.
  5. Innovation: Level 6 (SFIA) — Drives innovation capabilities; leads communication and creation of innovation networks.
  6. Software design: Level 5 (SFIA) — Designs large/complex software; conducts impact analysis and risk assessment; ensures designs meet standards.
  7. Solution architecture: Level 5 (SFIA) — Leads development of solution architectures; provides governance on solution development and integration; ensures security and policy alignment.
  8. Stakeholder relationship management: Level 6 (SFIA) — Develops stakeholder management strategies and maintains senior stakeholder relationships; negotiates to ensure needs are met.
  9. Systems design: Level 6 (SFIA) — Drives system design for strategic, large-scale programs; ensures implementation strategies meet requirements.
