The Organisation
D'Arcy Weil is partnering with a major Australian integrated energy company with a significant presence across electricity generation, trading, and retail. The business plays a pivotal role in the National Electricity Market (NEM) and is recognised for its strategic focus on energy transition, commercial performance, and regulatory transparency.
This role sits within the Group's Energy Markets and Risk division, a high-performing function central to market operations and integrity. The team operates in a complex, fast-paced environment shaped by evolving regulation, market reform, and digital transformation.
About the Role
The Manager - Wholesale Compliance & Regulatory Governance is responsible for the design, implementation, and ongoing improvement of the compliance and risk frameworks supporting wholesale energy operations. This includes trading, bidding, dispatch, settlement, and related regulatory interactions under the NEM framework.
Reporting to senior leadership within Risk and Compliance, this role will maintain oversight of the Group's GRC platform, manage obligations registers, support internal assurance activities, and provide authoritative advice to the trading and operations teams. The successful candidate will play a central role in representing the business to external regulators and ensuring compliance posture remains aligned with evolving legal and market requirements.
Business Interfaces
This role plays a critical cross-functional role and provides compliance and governance oversight across the following business areas:
- Trading & Portfolio Management – ensuring market compliance in spot and contract trading activities, bidding behaviour, and hedging strategies.
- Market Operations – covering dispatch, market settlements, generation outage planning, and interaction with AEMO systems and processes.
- Regulatory Affairs – interpreting market rules, managing regulatory reporting obligations, and engaging with market reform initiatives.
- Legal & Corporate Affairs – partnering on regulatory interpretations, enforcement responses, and internal policy alignment.
- Risk Management – embedding compliance within broader market, credit, and operational risk frameworks.
- Audit & Assurance – coordinating internal audits, regulator-led reviews, and ongoing monitoring activities.
- Technology & Systems – supporting digital compliance systems (GRC platforms), control monitoring tools, and reporting automation.
- Executive & Governance Forums – preparing compliance reports and insights for executive committees, risk forums, and governance boards.
Key Responsibilities
Compliance Governance & Frameworks
- Lead the development and maintenance of wholesale energy compliance frameworks aligned to NEM rules and industry best practices.
- Implement controls, policies, and monitoring processes to manage compliance risks across trading, operations, and settlements.
- Monitor market and regulatory changes, assess impact, and ensure integration into business operations and risk controls.
GRC Systems & Regulatory Reporting
- Manage the Group's GRC platform for wholesale compliance, including obligations registers, breach reporting, control attestations, and risk analytics.
- Maintain accurate, auditable records of compliance activities and ensure preparedness for internal reviews and external audits.
- Produce regular compliance reports and updates for senior management, executive committees, and board risk forums.
Regulator & Stakeholder Engagement
- Act as the primary contact for regulatory bodies such as the AER, AEMO, ACCC and state-based energy regulators.
- Prepare and coordinate submissions, responses to formal requests, and remediation plans following reviews or investigations.
- Partner with legal, trading, operations, and regulatory affairs teams to ensure a coordinated and risk-aware approach to compliance.
Culture & Capability Uplift
- Promote a proactive culture of compliance and integrity across the energy markets function.
- Deliver internal training and awareness initiatives to uplift understanding of market obligations and compliance expectations.
- Support incident investigation, root cause analysis, and continuous improvement across systems and practices.
Candidate Profile
Required Experience & Capabilities:
- Minimum 5 years' experience in compliance, regulatory affairs, or governance within energy, financial services, or infrastructure sectors.
- Strong working knowledge of the National Electricity Market (NEM), electricity trading, and relevant regulatory obligations.
- Demonstrated experience managing or implementing GRC systems and compliance reporting frameworks.
- Strong stakeholder engagement capabilities, including experience interacting with regulators and senior executives.
- Excellent analytical, interpretative, and written communication skills.
- Tertiary qualifications in law, commerce, business, or a related discipline (postgraduate qualifications desirable).
