The Whitsunday Regional Council is situated at the heart of the Great Barrier Reef. Your opportunity:
Take the helm as Transport & Drainage Operations Manager at Whitsunday Regional Council
You'll direct daily operations, oversee budgets, implement asset and service standards, manage our RMPC arrangements and ensure full compliance with legislation, Council policies, and contractual obligations across our varied region—from Airlie Beach and Proserpine to Collinsville.
You will serve as our trusted service provider, delivering exceptional asset maintenance in line with our established service standards. We're committed to investing in our people and are offering a growth opportunity for an Engineer who is ready to assume ownership of a team of approximately 50 operational staff. You'll be fully supported by a skilled team, including a management accountant, dedicated administrative assistants, works coordinators, and asset inspectors across our three main depots.
Whilst our preferred location for this position is based in Bowen, we are open to candidates based anywhere in the Whitsunday Region.

Key Responsibilities:
- Provide operational leadership for road maintenance, transport, pavement and drainage services.
- Develop, implement, and monitor levels of service and operations plans in alignment with asset management principles, regional budgets, and resource needs.
- Handle customer requests per policy and service standards, ensuring timely and consistent regional response.
- Lead negotiations and management of the Road Maintenance Performance Contract with the Department of Transport and Main Roads QLD.
- Support achievement of Council's Corporate and Operational Plan objectives.
- Deliver technical advice to the Director of Infrastructure Services and Manager Transport & Drainage Assets.
- Supervise team members with clear direction and visible leadership, ensuring consistent communication and service delivery across the region.
Your skills and experience:
- Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality management and time management.
- Highly developed communication, negotiation and conflict resolution skills, including demonstrated interpersonal, oral and written ability as well as having a solution focused mindset.
- A strategic and operational understanding of Department of Transport and Main Roads Road Maintenance Performance Contracts (RMPC).
- Tertiary Qualifications in Civil Engineering or relevant experience in Road Construction and Maintenance.
- Construction white card.
- Registered Professional Engineer of Queensland (RPEQ)
- Understanding of RMPC specific programs ie REFLECT
