The Service Provider shall provide support and advice in relation to procurement methodologies, contracting options, and tender development. The required services may include:

1. Assess supply market trends including current and future market capacity and capability;
2. Design and develop appropriate procurement methodologies and contracting options (including commercial arrangements) to:
   1. Deliver an optimised value-for-money outcome;
   2. Mitigate risks;
   3. Reduce costs of tendering to industry and the Commonwealth;
   4. Minimise through-contract cost of ownership;
   5. Minimise the level of management, governance, and administration;
   6. Where appropriate employ a collaborative approach to engaging industry;
   7. Employ contemporary performance management.
3. Develop associated requirements definitions, business cases, strategies, plans, and tender documentation;
4. Leading, or assisting with, tendering activities, and providing expert advice to Defence during those activities;
5. Advising on and ensuring compliance with probity principles within procurement processes and when engaging with industry;
6. Conduct training and educating Defence personnel in relation to procurement methodologies, contracting options and tender development;
7. Manage staff to achieve Commercial outcomes of the Project;
8. Undertake additional work as required to support the outcomes of the Project.

Experience Skills Sought:

Services are to be provided by personnel with:

1. Relevant qualifications and associated domain knowledge;
2. Detailed procurement methodology and contracting experience with both Government and private organisations including direct experience with procurement activities; designing contracts; and interacting directly with industry;
3. Understanding of the content of the Defence Procurement Manual (DPM), and related guidance, and the ASDEFCON suite of tendering and contracting templates.

Services are to be provided commensurate with relevant Australian and International Standards, regulations, and Defence requirements. Service providers are to employ industry best practice when undertaking the Services.
