Executive Director, Director of Proceedings

This role, appointed by the Health Ombudsman, is responsible for taking proceedings against registered health practitioners in the Queensland Civil and Administrative Tribunal (QCAT).
The role of Director of Proceedings requires the independent exercise of decision-making in respect of these matters, with the paramount consideration of protecting public health and safety.
As the Director of Proceedings, you are also a member of the Office of the Health Ombudsman's Executive Leadership Team and work collaboratively to achieve the office's legislative, strategic, and operational objectives.
In This Role You Will- Perform the functions of the 'Director of Proceedings' as prescribed by the Health Ombudsman Act 2013.
- Lead and oversee the culture, strategy, and operations of the Director of Proceedings Division of the OHO by providing high-level strategic and operational leadership and management to drive a positive workplace culture and support teams in achieving their operational and performance targets.
- Contribute positively and work collaboratively with members of the Executive Leadership Team to deliver the OHO's legislative, strategic, and operational objectives.
- Lead the review of matters referred to the Director by the Health Ombudsman and make independent decisions on whether the matters should be referred to QCAT or if other action may be required to ensure public protection.
- Manage a team and oversee all aspects of disciplinary proceedings filed in QCAT, including drafting pleadings, presenting evidence, making submissions on sanctions, and progressing to a final hearing and determination. The Director may appear in proceedings in person as necessary.
- Manage the conduct of appeals or judicial review applications related to QCAT disciplinary proceedings, allocated to legal staff or external providers.
- Provide instructions and direction to external legal service providers, including monitoring and managing the legal brief out budget.
- Actively support and promote a culture of continuous improvement and business excellence, encouraging high performance and innovation.
- Promote the values and priorities of the OHO, ensuring these are reflected in conduct and performance through processes such as performance appraisals, orientation, and governance.
- Prepare expert advice, briefs, correspondence for the Health Ombudsman, and notices/briefs to the Minister and Parliamentary Committee as required, relating to the Director's functions.
