The Role


We are a team of ten seeking an enthusiastic team member to join us to support the management, delivery and governance of Melbourne Water's infrastructure investment program.

Our infrastructure investment program covers all parts of the water cycle from providing clean drinking water, treating sewage so we can recover and re-use our valued resources, planning to manage flooding, and keeping all 25,000km of Melbourne's rivers, creeks and catchments healthy.


The Specialist ILM is accountable to the Manager PMO Systems & Reporting for leading the development, implementation and improvement of processes and systems required to ensure that Melbourne Water's capital investment portfolio is effectively governed, managed and delivered in a manner that ensures prudent and efficient investment, and delivery of intended benefits.


This can be achieved through:

  • Leading Investment Logic Mapping (ILM) workshops to support development of robust investment proposals and highquality business cases.
  • Leading improvement initiatives related to the Capital Investment Framework.
  • Assisting with the approvals of capex business cases and monitoring the Capital Portfolio.
  • Assisting with coordinating and producing Melbourne Water's Capital Portfolio performance reports against both the current Corporate Plan and Pricing Determination (5 year plan).
  • Facilitating development of robust investment programs with accurate performance reporting.
  • Establishing and maintaining effective working relationships with Product Investment Directors and Program Investment Champions, Project Initiators, Project Managers, Finance, Portfolio Management Office and Pricing and Regulation.
Your Skills and Experience

  • Strategic thinking and the ability to align investment proposals with Melbourne Water's broader organisational objectives.
  • Excellent communication and facilitation skills to engage stakeholders at all levels of the organisation.
  • Project management skills and the ability to manage multiple priorities.
  • Familiarity with investment evaluation techniques such as costbenefit analysis, net present value and risk analysis desirable.
  • Ability to proactively identify and document functional business requirements for process and system enhancements.
  • Experience in implementing change/continuous improvement initiatives.
