You are part of a small team instrumental to creating digital and ICT capabilities within the group, focusing on establishing and enhancing our digital knowledge base and working with Subject Matter Experts and other team members.

The Principal Commercial Analyst provides strategic, financial, commercial and policy advice in the context of public infrastructure, including digital and information and communications technology (ICT), service delivery and advisory projects.


In this role, you will:

  • Manage complex projects, work teams and group activities, including planning activities. Provide strategic commercial, financial, procurement and risk management advice to government on digital and ICTenabled proposals ensuring investment decisions contribute to strategic outcomes. Undertake rigorous analysis of risks and options available to government for major projects, including digital and ICTenabled projects, policy and provision of government services.
Develop frameworks, guidelines and solutions satisfying the State's economic and financial objectives and protecting the State's interests, including but not limited to advising Government in relation to:

o Financing, funding, delivery and ownership models and alternative ways of procuring and funding projects and services having regard to the State's fiscal principles.o Appropriate ways of managing key commercial and financial risks in the procurement and delivery of major infrastructure, digital and ICT-enabled projects and service delivery projects.

Exercise judgement, authority and influence to effectively coordinate the management of stakeholder requirements and competing work unit priorities. Provide accurate and timely reports, submissions, briefing notes, commentary, policy, presentations and other documentation and correspondence.

What experience you will bring:

  • Solid working knowledge of business case and investment management and decisionmaking, including assurance frameworks, procurement and contract management. Ability to decipher complex information and present this in a nontechnical format. Exceptional stakeholder engagement and relationship management skills. Ability to rigorously analyse options available to Government for the delivery of complex digital and ICTenabled projects. Preparing high quality strategic advice to support senior decision makers. Strong written and verbal communication skills.
