The Opportunity:
As a Social & Health Program Specialist, you will function as the designated lead specialist and unit trainer for the license-exempt services team, providing technical assistance and monitoring of FFN applicants, providers, and families.
You'll do so by administering uniform procedures according to RCWs, WACs, and policies for recruitment and further development.Your expertise and mentorship of these services will make the difference in the quality of assistance provided to those serving the community.
Some of what you'll do:
Lead and mentor DCYF unit license-exempt staff to WAC 110.
Conduct initial and annual evaluations of license-exempt providers, through compliance with WAC 110 and DCYF's policies and procedures and determine suitability as a license exempt childcare provider.
Assess license-exempt providers to ensure the environment where care is provided is safe and healthy, and that activities and equipment are developmentally appropriate.
Serve as subject matter expert in license-exempt consultation, technical assistance, and guidance to license-exempt regulations and requirements to DCYF license-exempt staff as well as license-exempt applicants and providers.
Lead the distribution of information on becoming a license-exempt provider, training, resources, and support services.Lead activities such as education on license exemption and child care issues to parents, community partners, and the local community
Required Qualifications:
Eight (8) years professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR A Bachelor's degree in social work, health or social science, public administration, or a related field.Four (4) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
College-level course work may substitute for degree type if 30 semester or 45 quarter credits are in social services or child development disciplines.
ORA Master's degree (or higher) in social work, health or social science, public administration, or a related field.Three (3) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
College-level course work may substitute for degree type if 30 semester or 45 quarter credits are in social services or child development disciplines.
ORTwo (2) years of experience AS a Work First Program Specialist, or equivalent work experience with automated eligibility systems.OROne (1) year of experience AS a Social & Health Program Consultant 2 (SHPC2), or AS a Social Service Specialist 3 (SSS3).
Note(s): Above experience may include the following: Professional level childcare licensing or early childhood education in a licensed childcare setting or formal early childhood setting.
Childcare compiling and evaluating facts to recommend for management action, or for the deciding of compliance with program guidelines and regulations.
A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.All other degrees must be obtained from an accredited college or university whose accreditation is recognized by the U.
S.
Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at *Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.

Computer skills including the use of mobile computing devices.
Proficiency with Microsoft Office including Word, Outlook, and Excel.
Monitoring or overseeing license-exempt providers.
Previous demonstrated knowledge of:
Principals of child development.
Research and applying law and regulations.
Interviewing techniques.
The role of expert representative in both court proceedings and multi-disciplinary team service delivery.
Current literature on early care and education practices.
The concepts of community organization as applied to the development of community resources.
